PRIMARY PURPOSE: To administer aircrew ground training and ancillary training programs for 305th Operations Support Squadron and assist in the management of the technical training program and formal schools training for the 305th Air Mobility Wing, Operations Group and Operations Support Squadron.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series SPECIALIZED EXPERIENCE FOR GS09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of military personnel policies, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers.

Knowledge of DoD, AF, and MAJCOM directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organizations.

Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues.

Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

Skill in communication and understanding organizational structure to develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare presentations and/or briefings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of mission requirements necessary to meet formal training program objectives as it relates to aircrew member integration, identification of training requirements, skill upgrades, and other development programs.

Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.

3. Skills in analyzing operational training plans and requirements, to identify weaknesses and resolve technical problems. 4.

Skills in automated data processing software programs and the capabilities used to accomplish training, budget/funding, and timekeeper tasks. 5.

Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions and recommendations such as during the analysis of Unit Manning Documents.

6. Ability to communicate effectively with others, both orally and in writing, in order to resolve conflicts, provide guidance, and accomplish necessary reports required by higher headquarters.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Administers the 305 AMW aircrew ground training and ancillary training programs. Assists in the management of 305 AMW aircrew formal schools, ATS courses, and aircrew upgrade training.

Serves as the functional point of contact for day-to-day budget/financial issues. Assists in the management of 305 AMW aircrew manning and qualification levels and facilitates Training Review Panel.

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
