THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT.
This National Guard position is for a TRAINING SUPPORT OFFICER, Position Description Number PDT7019000 and is part of the Mississippi National Guard.
This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3.
The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force.
If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition.
GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration.
Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months of specialized experience equivalent to at least the next lower grade level.
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
Experience preparing written communications and oral presentations.

As a TRAINING SUPPORT OFFICER, GS-0301-12, you will be planning and executing the total Training Support Center program for the GTC in support of the designated area of responsibility (AoR).
In this capacity, manages, directs, and controls operations of the TSC, providing a single point of contact at the ARNG GTC for managing training support systems, equipment, materials, services, production, and all other as related to the family of Training Aids, Devices, Simulators, and Simulations (TADSS), including the definitive interpretation of regulations and procedures as well as the initial development and application of new methods and techniques for Soldier training support.
Supervises and administers training aids responsibility for the Commander, staff directorate chiefs, and training activities of the ARNG GTC. 1.
As an ARNG GTC TSO, evaluates and approves/disapproves requests from supported activities for additional or new training equipment and determines validity of these services and methods for accomplishment by the best means to satisfy needs of the U.S.
Army. Acts as the ARNG GTC point of contact on all TADSS matters between the NGB-ARNG- Training Support (TRS), U.S. Army Installation Management Command (IMCOM), HQ TRADOC, U.S.
Army Training Support Center (ATSC), Combined Arms Center-Training-Training Support Analysis and Integration Division (CAC-T-TSAID) other Army activities, and other DOD, federal or local government agencies.
Communicates technical information and coordinates external TADSS support with managers at IMCOM, TRADOC, FORSCOM, ATSC, CAC-T-TSAID and other commands, other installations, and other activities to satisfy ARNG GTC mission requirements or to provide TADSS support for other organizations.
Conducts usage studies of TADSS assigned on a user basis and takes action to withdraw equipment not subject to satisfactory levels of utilization. 2.
Prepares annual and special budget estimates for the operation of the TSC and other resource needs; allocates organization resources and in conjunction with others, develops program goals and assesses the impact of significant agency developments upon mission accomplishment.
Coordinates the assembly of cost data and justification for the annual TSC budget in coordination with ARNG-GTC resource manager, State ARNG MDEP Program Manager and ARNG-TRS. 3.
Provides technical oversight for on-site Program Executive Office-Simulation Training and Instrumentation (PEO-STRI) and NGB-ARNG-TRS Contracts.
In this capacity, provides guidance to contract project directors who are GS-13 or GS-14 equivalent. Multiple contract personnel have positions that are up to GS-12 equivalent.
Serve as the ARNG GTC representative on all issues concerning these contracts. Works closely with members of the PEO-STRI Acquisition Integrated Product Team (AIPT) and NGB-ARNG-TRS.
Conducts surveillance of contractor performance to determine if work being performed is consistent with the Statement of Work and Contract Clause requirements. 4.
Provides long range planning and management of a large inventory of TADSS in the coordination of training support services, materials, and requirements in support of the TSC designated area of responsibility (AoR) and ARNG GTC training initiatives.
Provides coordination between TSC and all services commands on matters relating to TADSS materials, services, and requirements.
Services consist of TADSS and GTA loan and issue operations, TADSS maintenance, TADSS training, Virtual TADSS Instruction/Operation, and local TADSS fabrication and procurement.
Manages densities of TSC line items of TADSS support equipment and property. 5.
Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on priorities, difficulty of the assignment, and the capabilities of the employee. Evaluates work performance of subordinates.
Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment.
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Identifies developmental and training needs of employees, providing or arranging for needed development and training. Find ways to improve productivity or increase the quality of work directed. 6.
