About the Position: Serves as a Traffic Management Specialist in the ARTRANS G3 Terminal Operations Division with responsibility for the development, implementation, and evaluation of cargo movement via sealift around the world.

Responsibilities include a mastery of technical transportation skills applicable to the movement of all classes of cargo to include plans, concepts, principles, readiness, systems, and methodology along with the skills and the ability to communicate effectively.

Specialized Experience: One year of specialized experience which includes; 1) Researching transportation policies, laws, and regulations to support the development and updating of defense logistics procedures; 2) Conducting complex analytical studies and developing metrics to evaluate and improve transportation program effectiveness; 3) Organizing and leading cross-functional teams to implement transportation initiatives and track progress of major projects; and/or 4) Advising senior management on transportation issues and presenting findings and recommendations through briefings and written reports.

This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Develop position papers, briefings, and reports on high-visibility transportation and logistics issues.
  • Advise and brief senior leaders on transportation systems, policies, and procedures.
  • Interact with industry partners to ensure alignment with commercial practices and maintain system health.
  • Ensure timely execution and follow-up of initiatives to realize projected cost savings and efficiencies.
  • Develop comprehensive plans to document, track, and report progress on major projects and initiatives.
