Job Description

Summary

This job involves overseeing all aspects of traffic and transportation operations for an Air Force unit, including moving people, goods, and equipment efficiently while managing costs and complying with rules.

A good fit would be someone with hands-on experience in logistics or shipping programs, who is organized and detail-oriented, and comfortable handling complex regulations for air, rail, and other transport methods.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent, managing transportation programs for passengers, freight, or commodities
  • Knowledge of traffic management principles, policies, laws, and regulations, including DoD systems and commercial carriers
  • Experience procuring transportation services, negotiating with carriers on rates, charges, and commodity classifications
  • Familiarity with handling hazardous, classified, sensitive materials, and special items like perishables, oversized cargo, or household goods
  • Skills in planning, organizing, and directing staff functions, including surveys, studies, and performance analysis
  • Understanding of safety, security regulations, personal property entitlements, and international customs for import/export
  • Ability to provide advisory services on commodity analysis and make presentations to regulatory bodies

The primary purpose of this position is to manage and direct all traffic management functions performed by the Deployment and Distribution Flight.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint; wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation; DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements; air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function.

Knowledge of safety and security regulations, practices and procedures. Knowledge of contract methodology for the procurement of specific transportation services.

Skilled in planning, organizing, and directing the functions of the staff in the organization.

Ability to analyze, plan and adjust work operations of one or more organization segments to meet program requirements and objectives within available resources.

Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the 6 LRS Traffic Management personnel, ensuring they comply with legal and regulatory requirements and meets customer needs.

Plans and directs all traffic management functions for the installation. Represents the 6 LRS with a variety of installation and functional area organizations.

Observes, documents, and evaluates carrier and contractor performance. Exercises supervisory personnel management responsibilities.
