THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TITLE 32 LOGISTICS MANAGEMENT OFFICER (MI Northern Strike), Position Description Number NGD1889000 and is part of the MI JFHQ Army, Michigan Army National Guard.

Military Grades: O4-O5 SPECIALIZED EXPERIENCE: specialized experience, education or training equivalent to at least the next lower grade level.
Must have experience, education, or training which includes identifying activities involving logistical support operations.
Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.
Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.
Experience identifying delays or problems and developing corrective actions. AND Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of personnel. Major Duties:
***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP*** This is a provisional position description that projects duties and responsibilities associated with the Joint Staff.
This position is located in the National Guard, Joint Force Headquarters-State, Logistics Directorate (J-4), Office of the Director.
The primary purpose of this position is to serve as the Logistics Director for matters to include but not limited to, supply and services, maintenance, transportation management which includes Defense Movement Coordination (DMC), OPTEMPO budget management, acquisition, command logistics combat automation, inventory management, and installation, facility and environmental issues.
The incumbent is responsible for integrating logistics information system requirements across joint programs and between logistics and other combat-support functional areas.
The incumbent is responsible for logistical multiservice/component contingency planning for Homeland Security/Homeland Defense operations as they relate to the State.
Provides leadership and administrative control over personnel responsible for oversight of the J-4 in logistics planning, maintenance, and installation management.
Creditable base level of work supervised is GS-09.
To credit this base level requires supervision of units (two or more) in which at least 25% of the non-supervisory work of those units is at the GS-09 level.
The incumbent serves as the principal staff officer and primary advisor to the Adjutant General (TAG) and the Chief of the Joint Staff for all logistics planning and operational requirements.
The position includes responsibility for sustainment of equipment used by National Guard units. This position requires military membership.
Plans, organizes, and oversees the activities of the state J-4, Logistics Directorate.
Develops goals and objectives that integrate manpower and personnel support objectives into state short and long-term operational plans.
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the J4 staff, to ensure work problems or barriers for mission accomplishment are eliminated.
Coordinates and directs the logistical mission and administers the Command Supply Discipline Program.
Sets priorities and deadlines for special projects and coordinates plans with other states/territories as well as with subordinate supervisors.
In collaboration with the Director J-5 and J-7, develops the logistics support and sustainment portion of the deliberate planning and contingency planning process as well as develops the logistics requirements for future roles and missions.
In collaboration with the Director, J-6 develops logistics automated information systems policy, procedures, and implementation plans.
In collaboration with the Director, J-8 recommends logistics sustainability and mobilization implications or shortfalls for consideration by TAG and National Guard Bureau J-4, ANG/LG, ANG CE and ARNG G-4 Directors.
Issues joint logistics sustainability planning and mobilization guidance for use by the Adjutant General, Chief of the Joint Staff, Joint Staff Directors, Major Support Commands (MSC's), and war trace military services.
Oversees the preparation of joint logistics and mobilization studies, estimates, and plans. Provides a single point of contact to facilitate all logistics initiatives.
Oversees the preparation of the logistics sustainability objectives needed to support the force structure and serves as the focal point.
In collaboration with NGB J-4, ARNG, G-4, ANG/LG, ANG/CE, Joint Staff, Power Projection Platforms, and MSC's, identifies assets for fielding redistribution and cross-leveling during times of war, terrorist attacks, fire response services, environmental issues, natural disasters, humanitarian relief, and other contingencies in accordance with USAF and ARNG concepts(s) of operations and in support of the National Military Strategy.
Reviews and advises NGB J-4 according to mission change documents, program guides, initiatives, directives associated with all engineering and construction activities.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Base level of work supervised is GS-09.
Represents the J-4 Directorate in dealing with a variety of state and state National Guard functional areas/organizations.
Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state.
