This position serves as a Time and Leave Clerk located in Acute Care Services/Nursing/Patient Care Services at the Atlanta VA Health Care System.
Provides guidance and leadership in directing Nursing/Patient Care Services staff in Time and Leave matters at the VA Medical Center and act as a consultant to timekeepers in other service lines supporting posting time for nursing staff.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: understanding or standardized rules and regulations relating to entitlement and use of various categories of time and leave; utilizing administrative and clerical policies and procedures to create, format, and proofread documents; reproducing and distributing materials, and maintaining files; using computer equipment and a variety of software applications; and communicating with a wide variety of employees and supervisors.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite.
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite.
One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school.
This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials.
Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level.
Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although there may be some physical effort may be required using computers or transporting records too other offices within the facility.
The Time and Leave Clerk must be capable of sitting for long periods of time concentrating on details while planning and scheduling work, preparing reports, compiling statistics, etc.
On occasion, he/she will be required to do extensive investigating work to gather data and prepare presentation. Frequent travel between divisions may be required.

Major Duties:
Major duties include but are not limited to: Serves as a timekeeper for the Nursing/Patient Care Services' Time and Leave Units for full and part time professional nurses, practical nurses, nursing assistants, secretarial/clerical staff and volunteer service staff.
Maintains the computerized Enhanced Time and Attendance records by utilizing a certified daily assignment schedule; which requires that each employee's tour of duty and attendance be accurately recorded daily.
Skills require expert knowledge of Title 38 and General Schedule regulations to ensure that each category of personnel is coded correctly.
Responsibilities for coding of annual and sick leave; leave without pay; absence without leave; non-pay status; Saturday and Sunday premium pay; overtime hours worked and overtime hours not worked; holiday pay; coding of continuation of pay for traumatic injury hours and days; unscheduled hours for part time employees; coding of military leave in hours and days; coding of on-call hours for personnel; compensatory time earned and compensatory time used.
Provides explanation for all unusual occurrences such as authorized absence, absence without leave, travel status, traumatic injury, unscheduled duty hours, advanced sick leave or annual leave, etc., and must record through the remarks section of the computerized Enhanced Time and Attendance system; Complete prior pay period exceptions, (greater than), 14 days old.
Utilities computerized timekeeping systems and enters requests for authorization of overtime/compensatory work for employees who perform overtime and compensatory services, including selection of applicable types of time codes and night and evening differential.
Maintains timekeeping related files/record. Work Schedule: Monday - Friday, 7:30am - 4:00pm. Work Schedule subject to change based on agency needs. Telework: Not Authorized.
