About the Position: Serves as a Staff Action Officer for the DCS, G-6, United States Army Japan (USARJ) and I Corps (Forward), major subordinate commands and tenant organizations, on a variety of Radio Spectrum dependent Information Technology (IT) programs and projects.

Specialized Experience: One year of specialized experience which includes: 1) applying national and international frequency doctrines in an overseas environment; 2) utilizing data distribution combined with current telecommunication's technology to make sound decisions; 3) assisting a joint frequency office or coordinating committee to resolve issues involving management of the electromagnetic spectrum; AND 4) utilizing software programs (e.g.

software programs Spectrum XXI (SXXI), Automated Communications Electronics System (ACES), Coalitions Joint Spectrum Management Planning Tool (CSMPT), Host Nation Spectrum Worldwide Database Online (HNSWDO) to perform radio frequency planning, engineering, and management.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

5305. Selecting officials may select or not select from a certificate of best-qualified candidates OR from a list of applicants eligible for noncompetitive placement (5 CFR 335). Major Duties:

  • Assures documents are administratively ready for signature when presented for approval. Assures timely follow-up of all projects and programs for which the incumbent is responsible.
  • Provides authoritative guidance to management staff and other telecommunication specialists and resolve issues involving conflicting requirements.
  • Coordinates and reviews Electromagnetic Compatibility (EMC) analysis studies to ensure equipment operates in the intended environment
  • Interprets, implements, and provide comments to USARJ Senior leadership on DoD Spectrum Strategy.
  • Prepares command inspection, staff assistance visits, and management control checklists to ensure procedural standard on sound frequency management responsibilities.
  • Coordinates and cooperates with operation and acquisition community to help enforce spectrum management actions.
  • Represents USARJ to the Joint Frequency Management Office Pacific (JFMO Japan) Joint Frequency Coordinating Committee (JFCC), advising and resolving complex technical and procedural issues involving electromagnetic spectrum management.
