Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - OC/INFRASTRUCTURE DIRECTORATE.

Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

OR Experience Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

AND Qualifying Experience In addition to meeting the basic requirement, applicants must possess qualifying experience.

To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience with telecommunications project management such as managing funds and developing status reports or managing schedules, test plans, or requirements; or experience conducting test and evaluation of respective telecommunications systems and networks.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of the announcement. **Combination of education and experience is not applicable for this position.** Major Duties:

  • Manages funds, when applicable, and tracks expenditures for the respective equipment, system, or program to ensure adequate resources are available to complete projects or provide service to customers.
  • Conducts evaluations of telecommunications systems, projects, or programs to determine future expenditures. Reviews specifications and operational capabilities of the respective equipment and system
  • Provides technical support of acquisitions, to include determining technical sufficiency of procurement packages, translation of technical requirements into contractual terms, technical interpretation of correspondence and documentation.
  • Performs comprehensive technical analysis of contractor deliverables. Analyzes deliverables for compliance with DISA/DOW policy and procedures. Prepares and presents briefings and reports to senior leadership within DISA and associated components.
  • Reviews, analyzes and approves cost, develops technical specifications and accepts or rejects work products from contractors. Reviews and evaluates contract technical proposals for adequacy and compliance with Request for Proposals.
