Qualifying experience would be demonstrated by: -Experience performing technical and analytical work in the planning, development, acquisition, integration, utilization or modification of major telecommunications programs, systems, applied technologies, facilities and procedures.

-Experience developing and presenting briefings and papers to inform and advise executive level decision makers of mission and systems requirements.

-Experience assessing upcoming and potential requirements as well as emerging technology to ensure ability of systems to evolve to meet future projected requirements and readiness criteria.

-Experience providing technology assessments, long range capability planning and determining technical resource requirements.

-Experience supervising staff by setting vision, strategy, priorities, standards and schedules of completion of work.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as a TELECOMMUNICATIONS MANAGER in the PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT (N5) of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION, PACIFIC (NCTAMS PAC).
  • You will serve as the Director, Technical and Chief Information Officer for the Command.
  • You will plan, develop and conduct program analyses of substantial scale and impact concerning all aspects of current or projected missions, systems and programs for actual or potential effectiveness in achieving goals and objectives.
  • You will develop acquisition strategy and specifications and evaluate contractor proposals with engineering personnel for major regional inter-agency telecommunications (TELCOM) systems.
  • You will make recommendations and decisions when procedures or guidelines do not exist on telecommunications policy, strategy, resources or requirements such as regional and statewide systems, expansion and-or consolidation.
  • You will provide first-line supervision to lower graded TELCOM specialists and second or higher-level supervision to TELCOM specialists, technicians and clerks, and other military contracting, financial, information systems and admin personnel.
  • You will serve as the Technical Director and be responsible for providing technical, engineering and management expertise necessary for accomplishing the mission.
  • You will provide insight into and support for emerging technologies on a Command-wide basis.
  • You will provide conceptual expertise and direct administration of highly technical programs spanning a broad spectrum of operational programs.
  • You will serve as the Chief Information Officer (CIO) and will oversee the NCTAMS PAC Knowledge Management (KM) Team and provide vision, strategy, leadership and technical and programmatic direction.
