The ideal candidate is a collaborative and knowledgeable training professional who excels at developing and delivering specialized instruction on technical systems and processes.

They will bring a strong understanding of the tools used within the Unemployment Insurance Customer Service (UICS), the external-facing portal, and the software applications essential to daily operations.

They are skilled at supporting both new and experienced staff, ensuring each team member feels confident and capable in their roles.

In addition to their technical expertise, the ideal candidate fosters enthusiasm for the mission of the (UICS), and helps cultivate a positive, engaged learning environment.

As the Technical Training Consultant for the Unemployment Insurance Customer Service (UICS), division and as a member of the Training Team, you will plan, design, develop, implement, and deliver specialized technical IT systems training and instructional programs using instructor-led, train-the-trainer, electronic/web-based, e-learning, and multimedia training methods and formats.

This full-time/permanent Technical Training Consultant role is primarily telework; however, you may need to report to the office for occasional meetings or special events.


Requirements

In this role, you will collaborate with subject matter experts to develop training content that aligns with adult learning principles and best practices.

You will help transform content into engaging eLearning modules and work closely with the training team and UICS leadership to prepare eLearning materials, videos, and other training resources that align with state laws and operational policies.


Some of you daily tasks may include but not limited to:

  • Provide technical assistance to ensure effective and efficient administration of state activities, services and expenditures.
  • Develop training materials to include handouts, job aids, models, multimedia visual aids, video tutorials and PowerPoint presentations.
  • Coordinate with training team or subject matter experts to provide training to front-line staff, prepare training and orientation materials, conduct presentations.
  • Select and/or create e-learning and remote training curriculum for the UICS.
  • Develop a mastery level understanding of UICS technical systems.
  • Conduct needs assessments to identify and evaluate training requirements.
  • Research advancements in technologies and methods associated with e-learning, online training platforms, and curricula development.
  • Perform the basic work functions of UICS specialists including benefit applications, weekly claims, and redeterminations to maintain the needed knowledge and proficiency to train others.
  • Study all process and policy updates to keep abreast of current job functions. Collaborate with OPCs, Leads and subject matter experts to ensure accuracy of training information and materials.

Qualifications

REQUIRED


Option 1:

Nine (9) years of experience developing and delivering trainings. Which should include two years of experience related to technical IT training.


Option 2:

Associate’s degree with focus on business, human resources, computer science, adult education or related field, AND Seven (7) years of experience developing and delivering training which should include two years of experience related to technical IT training.


Option 3:

Bachelor’s Degree with focus on business, human resources, computer science, adult education or related field AND Five (5) years of experience developing and delivering training which should include two years of experience related to technical IT training.

The required experience includes:

  • Process Improvement Expertise: Ability to refine and enhance training methodologies.
  • Consultation and Advisory Skills: Ability to provide technical training recommendations.
  • Strategic Training Planning: Proficiency in aligning training initiatives with organizational goals.
  • Innovation Implementation Skills: Proficiency in applying cutting-edge solutions to training programs.
  • Regulatory Compliance Skills: Proficiency in ensuring training programs meet business and legal standards.


Preferred qualifications:

  • Experience facilitating training for adult learners in a remote work environment.
  • Experience using eLearning development software like Articulate, Camtasia, etc.
  • Knowledge and experience with applying Adult Learning Theory and Social Learning Theory in educational environments.

Additional Requirement of Employment:

  • Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
