Job Description

Summary

This job involves leading technical projects to analyze data, evaluate performance, and advise on resource decisions for building new Navy ships, helping to improve how data is managed and used across different Navy offices.

A good fit would be an experienced engineer or scientist who enjoys working with metrics, bridging information gaps, and influencing leadership on naval programs.

It requires strong analytical skills and familiarity with government acquisition processes.

Key Requirements

  • At least one year of specialized experience equivalent to GS-12/13 in scientific data analysis, performance metrics evaluation, and acquisition/readiness assessments for naval programs
  • Professional background in engineering (0801 series), physical science (1301), mathematics/statistics (1501), computer science (1550), or data science (1560)
  • Ability to lead data capture improvements from shipbuilders for Surface Ship New Construction Programs
  • Skills in developing and implementing data governance strategies to track performance, cost, and schedule metrics
  • Experience aligning data and metrics support across multiple Program Executive Offices
  • Capability to advise leadership on resource allocation, capability integration, and Program Objective Memorandum (POM) development

Full Job Description

You will serve as a TECHNICAL PROJECT MANAGER in the ACQUISITION AND READINESS ASSESSMENT DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional Engineer or Scientist conducting scientific data analysis, performance metrics evaluation, and acquisition and readiness assessments to improve data management, provide technical advice, and influence decision making for a naval shipbuilding program.

  • You will lead efforts to improve data capture from shipbuilders for Surface Ship New Construction Programs.
  • You will develop and implement data governance strategies to monitor, assess, and track performance, cost, and schedule metrics for these programs.
  • You will align data and metrics support across multiple Program Executive Offices.
  • You will support the development of the Navy's Program Objective Memorandum (POM) and programmatic communications with Congress and Navy leadership
  • You will advise managers in the Acquisition and Readiness Assessment Department and other leaders across NSWC Corona and NAVSEA on issues related to new construction capability and resource integration.
