Summary

This role involves leading large-scale research, development, testing, and engineering projects to advance the Navy's technology in facilities and expeditionary equipment, while managing teams and resources to ensure long-term innovation and efficiency.

Key Requirements

  • Demonstrated experience with Navy Working Capital Fund in research and development environments, particularly in shore facilities, ocean facilities/equipment, or expeditionary domains
  • In-depth knowledge of installation environments and in-service support for shore, ocean, and expeditionary facilities
  • Proven ability to direct and integrate diverse technical activities, including science, technology, systems engineering, and facilities engineering
  • Expertise in strategic planning, policy development, investment management, and ensuring funding for RDT&E programs
  • Strong skills in interacting with government agencies, assessing policy impacts, and presenting/defending programs to high-level DoD and Navy leadership
  • Background in professional engineering (0801 series), physical sciences (1301 series), computer science (1550 series), or equivalent

Full Job Description

You will serve as the Technical Director for the Naval Facilities Engineering Command and Expeditionary Warfare Center (NAVFAC EXWC).

You will exercise the highest degree of technical and managerial knowledge, to direct, plan, execute and coordinate broad, large-scale, critical research, development, test and evaluation (RDT&E) and engineering activities focused on advancing the Navy's technological base in specialized facilities engineering and life cycle management of expeditionary equipment.

  • You will be responsible for the long term stewardship of NAVFAC EXWC technical capabilities, by command employment, and identification of facilities/equipment to support EXWC's RDTE, Specialized Engineering and Expeditionary mission.
  • You will oversee the technical direction/integration of diverse science, technology, research and development, systems engineering, facilities engineering and expeditionary equipment across the Shore, Expeditionary, and Ocean facilities portfolios.
  • You will develop policy and direct the broad planning and execution of the of the full spectrum of technical performance by the Warfare Center; select subordinate technical personnel and exchange technical information.
  • You will be responsible for strategic planning, investment, business, information resources management, marketing strategies to insure adequate funding to meet the anticipated needs of future research and development.
  • You will interact with contacts from agencies and organizations to increase understanding of emerging scientific/technological opportunities, military requirements, and melding between technological opportunities and defense/National requirements.
  • You will assess the impact of proposed changes in defense policy on the Nation's technology and industrial base and position NAVFAC EXWC to respond to that impact.
  • You will present, explain and defend programs to top levels of NAVFAC, Department of the Navy (DON), and Department of Defense (DoD).
  • You will integrate all business line planning and execution; lead first line supervisory technical personnel, and ensure training/professional growth opportunities are provided throughout the technical organization.
  • This is a Cyberspace Workforce position, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
