The Department of Revenue's Research and Fiscal Analysis (RFA) Division is excited to announce an incredible opportunity as a Tax Policy Specialist 4 (TPS4).
The Department of Revenue's Research and Fiscal Analysis (RFA) Division is excited to announce an incredible opportunity as a Tax Policy Manager, Property Analysis Coordinator (Tax Policy Specialist 4). This position coordinates and certifies the state property tax levy, as well as conducts tax and economic impact studies of major importance for the agency and other state agencies, including the implementation, direction, and review of all aspects of a study, including the assessment of impacts and policy implications from the agency perspective.

The Department of Revenue is responsible for maintaining a tax research section. The Research and Fiscal Analysis division conducts constant observation and economic investigation of the effectiveness and adequacy of revenue laws of this state in order to assist the Governor, the Legislature, and the Director in estimation of revenue, analysis of tax measures, and determination of the administrative feasibility of proposed tax legislation.

Requirements


Conduct tax and economic impact studies of major importance for the agency and other state agencies, including the implementation, direction, and review of all aspects of a study, including the assessment of impacts and policy implications from the agency perspective. If you thrive in a fast-paced, collaborative, team environment and enjoy data mining and researching complex information, with keen insight to interpret and project trends, this position is for you.

Other essential functions of this position are:
  • Supervising staff, including coordinating the division’s work products, mentoring, and coaching lower-level staff.
  • Preparing and/or reviewing fiscal notes and fiscal estimates for the Governor, the Legislature, and agency Executive staff in support of the legislative process.
  • Providing fiscal, quantitative, and economic information, and formulating policy recommendations for the efficient administration of taxes and sound tax policy.
  • Ensuring proper calculation and certification of the state property tax levy.
You will have the opportunity to build relationships and collaborate with all levels of agency staff as well as external stakeholders, the Governor's office, the Legislature, and legislative staff throughout this high-profile project. You are the expert in your tax area, making recommendations throughout the decision-making process. The ability to effectively communicate complex information to diverse audiences in a public and private forum is essential.

Qualifications


The required qualifications are key competencies that have been successfully demonstrated through experience or education. To join our team, you must possess the following knowledge, skills, abilities, and competencies:

Proven ability as a project manager or team leader to include leadership, analytical thinking, policy development, research and analysis, project management, technical proficiency, and interpersonal and communication skills.

Able to design and execute highly technical reports or studies, work with technical advisory groups, and direct the work of a professional staff.

  • Experience with and understanding of research and analysis, as well as knowledge of data organization.
  • Ability to program at an advanced level using SAS or a similar statistical analysis programming tool (For example: STATA, R, PYTHON, and SQL).
  • Leadership:

    • Lead and mentor professional staff.
    • Direct the work of analysts involved in research and analysis.
    • Serve as an expert coordinating critical work products.
    • Review and provide positive and constructive feedback to lower-level analysts.

    Analytical Thinking:

    • Conduct quantitative impact studies.
    • Implement, direct, and review all aspects of a study.
    • Develop appropriate estimating methodologies and prepare complex estimates.

    Policy Development:

    • Provide quantitative and economic information and formulate recommendations.
    • Provide technical feedback on internal and external customer reports.

    Research and Analysis:

    • Research highly complex topics, such as federal, state, and local tax laws and policies.
    • Conduct in-depth research, offering valuable insights and analytical support to resolve complex questions.
    • Provide quantitative and economic information to answer questions.
    • Provide quantitative information and analytical assistance to internal and external stakeholders.

    Project Management:

    • Lead projects to develop solutions to sensitive issues.
    • Coordinate the activities of project participants.
    • Coach and mentor lower-level analysts.
    • Coordinate the writing and preparation of research reports, the measurement of processes, and the preparation of graphics and other descriptive materials.

    Technical Proficiency:

    • Use computer applications at a high level, including Microsoft Office products as well as statistical analysis or programming tools used to predict collections, expenditures, and determine compliance or participation levels.
    • Collaborate with other stakeholders to analyze and resolve technical flaws.

    Interpersonal & Communication Skills:

    • Handle highly charged and sensitive situations. Facilitate discussions to arrive at agreed-upon solutions.
    • Advise on highly complex and sensitive matters.
    • Effectively communicate complex information to stakeholders through clear and concise correspondence.


    Preference may be granted to candidates who possess:

    • Experience with Washington property tax data collection, analysis, and understanding of the Washington state property tax levy
    • For the competencies listed in the required qualifications, preference will be given to leadership, studies, research, analysis, and project management related to federal, state, or local taxes or benefit programs.
    • For the competencies listed in the required qualifications, preference will be given to working with stakeholders involved in the legislative process, such as the governor, legislators, legislative staff, lobbyists, or others working in government.
    • The ability to program at an advanced level using SAS.
    • Experience supervising lower-level staff.
    • Ten years of experience that includes progressive advancement in leadership, analytical thinking, policy development, research and analysis, project management, technical proficiency, and interpersonal and communication skills.
    • A bachelor's degree in economics, statistics, taxation, public finance, accounting, mathematics, data science, data analytics, or other closely allied field AND six years of professional experience in economics, statistical analysis, public finance, or tax administration.
    • A master’s degree in economics, statistics, taxation, public finance, accounting, mathematics, data science, data analytics, or other closely allied field AND four years of professional experience in economics, statistical analysis, public finance, or tax administration.
    • A Ph.D. degree in economics, statistics, taxation, public finance, accounting, mathematics, data science, data analytics, or other closely allied field AND two years of professional experience in economics, statistical analysis, public finance, or tax administration.
