We are looking for a System Support Section Manager for the Contracts & Quality Assurance Division of the Health Information Office (HIO)!



We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.

Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office.

Specific discussions about the schedule will be discussed during the offer stage.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Requirements

WHAT YOU'LL BE DOING AS SYSTEM SUPPORT SECTION MANAGER:

  • Supervises the testing section testing analysts to provide systems support to users of the system and execute user acceptance testing to assure timely and quality completion of MMIS projects.

  • Responsible for balancing the workload of the testing analysts by cross training their jobs and making sure that the MMIS enterprise system project deliverables are on time and accurate.

  • Serves as the subject matter expert in the area of claims processing, and other tasks or projects as assigned.

  • Relied upon by management to test system enhancements before the changes are migrated to the production environment.

  • Reports defects and recommends additional system enhancements that will make the user experience of the system better.

  • Prioritizes the defects and other enhancements that need to be fixed before and after the system code is migrated into the production environment.

  • Relied upon by management and program staff as the technical expert regarding fee-for-service claims and portal environments.

  • Responsible for providing functional support across the work efforts of multiple contractors in support of HB-1293.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:


Option 1:

Experience Only:


Nine (9) total years of professional experience in software quality assurance, software testing, test automation, or an occupational field closely related.

Includes 3+ years in people management (hiring, coaching, performance management).


Option 2:

Education and Experience:


Bachelor's degree from an accredited institution in Computer Science, Business, or a related field


AND


Five (5) total years of professional experience in software quality assurance, software testing, test automation, or an occupational field closely related.

Includes 3+ years in people management (hiring, coaching, performance management).


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS

  • Previous relevant professional state experience

  • Masters degree in Computer Science, Software Engineering, Information Systems, Data/Analytics, Engineering Management, or a closely related field.

  • Professional experience in an SDLC role such as Software Developer/Engineer, Business Analyst, Product Owner/Manager, or Scrum Master, demonstrating the ability to translate requirements into testable acceptance criteria and delivery plans

Skills to Support Success

  • Cross-functional communication and influence: Ability to translate between business needs and technical implementation, align Product/BA/Dev/DevOps on quality expectations, and communicate status/risks clearly to both technical and non-technical stakeholders.


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
