Full Job Description
Position is responsible for providing support for the following systems within the Public Safety Communications (PSC) applications portfolio including: Computer-Aided Dispatch(CAD), Police and Fire Records Management (RMS), Messaging Systems, Radio, 911 Phone and Fire House Alerting System (FHAS) equipment. Support includes (but is not limited to) application issue-analysis, troubleshooting, resolution, system configuration, managing security and permissions, and providing assistance and training to end users. Requirements
Assists with the management of CAD and RMS functionality including user interface and response plans.
Installation, configuration and implementation of applications, updates, patches and fixes related to the overall CAD, RMS, Messaging, 911 Phone, Radio and FHAS systems, including application server code, Database code and client code for both workstations and mobile data terminals.
Manage, organize, protect, document and fine-tune the infrastructure associated with the CAD, RMS, Messaging, 911 Phone, Radio and FHAS systems. This will include servers, client workstations, security infrastructure and file management systems.
Assists with the creation of CAD reports utilizing SQL Server reporting tools.
Troubleshoots and performs root cause analysis when problems occur with systems.
Assists with maintenance of SQL databases.
Assist in maintaining compliance with any applicable statutes, laws and regulations related to the CAD and RMS systems and CAD and RMS systems data.
Creates/modifies/deletes end-user accounts in CAD, RMS, Messaging and Radio systems.
Provides technical support to system end-users.
Develop and/or deliver end-user training.
Assists in the development, preparation and submittal of routine and special reports for management.
Assists with management of CAD and Systems databases to ensure data accuracy.
Create and maintain system level documentation and knowledge base.
Create and maintain system administration processes and procedures based on best practices.
Work closely with CAD, RMS, Messaging, 911 Phone, Radio and FHAS and other associated application vendors in support of CAD, RMS, Messaging, 911 Phone, Radio and FHAS systems.
Work closely with Dispatch Center and Client Agency personnel for the efficient and effective resolution of problems and issues related to the CAD, RMS, Messaging, 911 Phone, Radio and FHAS systems.
Maintains and builds necessary skills by attending any relevant training, user group meetings, conferences or industry related events.

Bachelor's degree plus seven (3) to ten (5) years of related, progressive experience in application/systems administration. Prior Experience with Motorola Premier One CAD and RMS. Knowledge of IT Service Management best practices. Requires excellent intrapersonal communication and facilitation, independent judgment and proven problem-solving abilities. Ability to communicate effectively both orally and in writing. In-depth knowledge and expertise with technical infrastructure and systems. Ability to develop and conduct effective presentations. Knowledge of and experience with standard office practices. Demonstrates initiative to work independently and is self-motivated. Must possess and maintain a valid Indiana Driver's License. On call 24 hours daily, for one week designated by management, to support emergency emergency/contingency Systems operations.
Technical Experience should include an introductory level of the following technologies:
Microsoft Technologies (Visual Studio, SQL Server Data Tools, Windows SDK), Microsoft MVC Framework, SharePoint administration and management, Development Languages: C++, C#, JAVA, VBA, VB.NET, JQuery and VB6, Oracle PeopleSoft Management, GIS Development and Support (ESRI products), Implementing Cloud computing, Oracle Forms, Oracle E-Business Administration, Oracle Database Administration, MS SQL Server Database Administration, Mobile Development Tools (iOS and Android), Backup Administration, Disaster Recovery Planning, Project Planning, Privacy and Security Administration. A high degree of independent judgment is required for making decisions. There will be instances where policies, procedures, rules and regulations do not exist for all situations that could be encountered. Errors in judgment will adversely affect the perception and image of the City/County relating to the use and operations of network systems and technology.
