This vacancy is for a GS-0343-15, Supervisory Management & Program Analyst in the Operational Performance Integration and Workforce Planning, Deputy Commandant for Operations, located in the Department of Homeland Security, U.S.
Coast Guard, in Washington, District of Columbia.
To qualify at the GS-15 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Directing Personnel Management and Workforce Planning - Planning and directing office functional requirements, including operational program analysis and decision support, operational metric development and target setting, strategic planning facilitation, risk management coordination and strategic priorities development.
Workforce Performance Management - Guiding, assisting, coordinating and integrating agency directives and performance related to a workforce.
Policy Enforcement - Interpreting, directing and executing comprehensive resource and workforce management policies and procedures that involve the most challenging and sensitive enterprise-wide resource change initiatives, including inter and intra organizational transformation, cross-directorate billet reprogramming and reclassification, budget directed personnel allowance adjustments and manpower resource determinations.
Workplace Integration - Understanding of Uniformed Service command structure and the OPM General Schedule (GS) structure Oral and Written Communications - Ability to identify challenges and recommend solutions, written and oral communication to identify and discuss key issues and express thoughts clearly.

You will serve as a Supv Management & Program Analyst (Operational Performance Integration and Workforce Planning) and be responsible for providing the processes, guidance, and assistance to U.S.
Coast Guard (USCG) program managers in the development of requirements and application of strategic mission planning best practices to ensure USCG mission performance is managed effectively and efficiently, reliably reported, and in compliance with government laws and regulations.

Typical work assignments include: Planning and directing office functional requirements, including operational program analysis and decision support, operational metric development and target setting, strategic planning facilitation, enterprise risk management coordination and operational strategic priorities development.
Providing guidance and support to Deputy Commandant for Operations (DCO) in support of mission level evaluation factors and future year program planning direction including workload, personnel requirements and input into the Global Force Management process.
Directing the highly complex administrative work that is responsible for the integration, coordination and development of the Personnel Allowance List (PAL) against workforce priorities across all DCO programs and DCO HQ Units, totaling 3,200+ active duty military, reserve and civilian billets and $320M+ in civilian and military standard personnel costs per year.
Supervising civilian and military workforce providing administrative and technical supervision necessary for accomplishing work of the office.
