This National Guard position is for a SUPV IT SPECIALIST (NETWORK), Position Description Number D1554000 and is part of the PA 271st Combat Communications Squadron, National Guard.
1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.
AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the 271st CCS AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E7 - E9 Supervisor for this position is Maj Wilson Manpower #00866324 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period.
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.
Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.
Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.
Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.
Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.
Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

As a SUPV IT SPECIALIST (NETWORK), GS-2210-12, you will direct the installation, engineering, testing, evaluation, modification, maintenance, and reporting of the full range of Communications-Electronics (C-E) equipment and systems assigned.
Plan, develop, and implement local maintenance policies, procedures, and goals for effective administration, direction, management, and operation of the flight.
Ensure the proper use, management, and training of all personnel, consisting of multiple technical disciplines within the flight. Interview and recommend selection of new employees.
Provide technical assistance to organizations/units in establishing digital communications requirements.
Prepare and submit budget estimates and revisions for the procurement, installation, and maintenance of equipment and supply items.
Ensure formulation of comprehensive training plans for each function and specialty within the flight.
Exercise continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community. Perform other duties as assigned.
