About the Position: Serves as a division chief and technical expert within the Headquarters, Department of the Army (HQDA) Human Resources Directorate (HRD), Office of the Administrative Assistant to the Secretary of the Army (OAA).

This position is responsible for the administration and technical management of assigned staff engaged in providing and implementing a range of civilian Human Resource (HR) program areas to all levels of management within the HQDA staff and subordinate elements.

Specialized Experience: One year of specialized experience which includes: (1) Delivering Civilian Human Resources advisory services in TWO of the following Civilian Human Resources functional areas: policy development, classification, recruitment, and/or labor, management, employee relations.

(2) resolving controversial or sensitive staffing and recruitment issues; and (3) utilizing Civilian Human Resources data to develop strategic HR plans.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Major Duties:

  • Utilizes Civilian Human Resources data analytics tools or metrics to make sound Civilian HR decisions in a timely manner.
  • Develops short and/or long-range Civilian HR program requirements and plans at a headquarters level organization.
  • Fosters an environment for high performing teams to meet program goals and/or objectives.
  • Evaluates the effectiveness of multiple Civilian HR programs and policies to ensure regulatory and statutory compliance
