Job Description

Summary

This job is for a top-level leader overseeing animal health programs across multiple states in California, managing teams to prevent and respond to animal diseases that could impact farming and public safety.

It involves planning operations, supervising staff, and working with state and industry partners to keep programs running smoothly.

A good fit would be an experienced veterinarian or animal health expert with strong leadership skills and a background in government or regulatory work.

Key Requirements

  • One year of specialized experience at GS-14 level in interpreting and applying federal laws, regulations, and guidelines for animal health and veterinary medicine

Full Job Description

As the District Director, you will be responsible for formulating, coordinating, and directing all Field Operations activities and personnel within the assigned States that make up the District for Veterinary Service (VS).

You must plan, organize, coordinate and conduct animal health and disease programs. Your work will have direct effect upon the Nation's agricultural economy and public health.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

BASIC REQUIREMENT: All applicants must meet the Basic Requirement outlined in the Education section below.

FOR THE 0701 SERIES GS-15 GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting and executing Federal laws, regulations, procedures and guidelines applicable to animal health and veterinary medicine.

Planning, conducting, coordinating and evaluating animal health and disease programs and emergency responses in a collaborative and team-based environment.

Promoting and enhancing efficiencies in programmatic and operational activities to reduce waste, fraud and abuse.

Managing employees by setting expectations, delivering feedback, documenting performance, rewarding excellence and taking corrective actions.

Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified.

This education must have been successfully completed and obtained from an accredited school, college, or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Responsible for independently planning, designing, and supervising the programs, projects, studies, or other work related to daily operations of the District.
  • Supervises the District Leadership Team, composed of GS-14 Area Veterinarians in Charge and a District Administrative Officer.

  • Leads the District using a similar team-based approach, establishing a District Management Team with the Area Veterinarians in Charge and organizing teams within the District to carry out critical functions in a District-wide manner.
  • Directs efforts to combat incursions of foreign animal diseases through prompt detection, assessment of needs, and appropriate response.
  • Develops and maintains cooperative relationships with State and industry officials and with diagnostic laboratories, veterinary practitioners, universities, and other individuals that are concerned with the administration of animal health programs.
