Full Job Description

The incumbent serves as the Traffic Manager (Supervisory Transportation and Employee Relocation Services Manager) for the Transportation and Relocation Services Center Division, Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics (OPAL), Office of Logistics Support Services.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The Individual Occupational Requirement required for the 2130 Occupational Series is as follows: To be qualified, applicants must possess at least one (1) year of specialized experience and meet the Individual Occupational Requirement (IOR) Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.

Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.

Making presentations on traffic matters before Federal, State, or local regulatory bodies.

Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.

Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.

Providing advisory service involving commodity analysis from the transportation standpoint.

AND You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Experience in federal government transportation policies and procedures necessary to plan and develop logistics and transportation services and systems to satisfy customer requirements and cost efficient.

Federal Acquisition Regulation(FAR) Tender of Service (TOS), Uniform Commercial Code, Commercial Bills of Lading (CBL) and World-Wide Household Good shipping Program.

You will be rated on the following Competencies for this position: Acquisition Strategy Contracting/Procurement Human Capital Management Lead or Supervise Oral Communication Written Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC.

This includes all locations that fall within a 50 mile driving distance from 810 Vermont Ave NW, Washington, DC 20420. Major Duties:

Major Duties: Plans, develops, implements, and manages traffic management projects or programs or operations of considerable breadth and complexity for both foreign and domestic shipments.

Negotiates freight rates with carriers, approving and accepting freight rates from carriers, resolving systemic transportation problems, auditing transportation activities, documents and actions, and developing VA transportation policy recommendations and guidelines.

Develops innovative solutions and implementing instructions for complex problems or issues and new policies or procedures.

Regularly contacts transportation industry representatives, internal customers, and managers and employees throughout the department and in other Federal agencies.
