THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (TITLE 32), Position Description Number D1251000 and is part of the IL DOL, National Guard.
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S.
Code § 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
Military Grades: Minimum Rank CW4 - Maximum Rank O5 GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided you with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year of specialized experience to at least the next lower grade of a GS-11; experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments; experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.; experience in determination of resource needs, allocation of resources, and budgeting/funding needs; experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

As a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (TITLE 32), -GS-1601-12, you will erve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS).
Major Duties - This is NOT an all-inclusive list: Direct, coordinate, and oversee the work of subordinate supervisors and employees.
Plan and schedule work to be accomplished by subordinates, set and adjust short-term priorities.
Exercise significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizations, and commands.
Advise, counsel, or instruct employees on work and administrative matters. Evaluate subordinate supervisors' work performance and serve as a reviewing official of subordinates' supervisors' workers.
Make or approve selections for subordinate non-supervisory positions and recommend selections for subordinate supervisory positions.
Ensure that maintenance facilities manage workflow to attain established backlog goals. Ensure expendable, non-expendable, and durable property is authorized, maintained, and properly accounted for.
Develop, implement, and oversee the quality assurance program for assigned surface maintenance facilities to ensure production goals as established and attained.
Review work instructions, technical data, inspection methods, and test procedures to assure adequacy.
