THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: United States Property & Fiscal Office (USPFO), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field.
Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience, education, or training dealing with cost estimates, budgets or funding management.
Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to direct the work of subordinate employees in accomplishing the work of the unit.
Knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations.
Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management.
Knowledge of cost, existing policies and procedures in accomplishing work assignments. Ability to analyze information and trace sequence of transactions to resolve problems.
COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician, MOS and unit of assignment are waived for 18 months following assignment.
However, rank requirement must be met to avoid grade inversion. For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted.
MILITARY GRADE (Prior to Application): Officer: O1 through O3; Warrant: WO1 through CW4; Enlisted: E-8 through E-9 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources.
NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position.
Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Major Duties:
Indefinite Appointment/Temporary promotion not to exceed two
years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier.
The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position.
JOB SUMMARY: The purpose of the position is to plan, organize, review, evaluate and supervise the work of the branch office and to perform analysis of supply procedures, services, directives and management functions of the branch.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to: Performs a full range of supervisory duties. Reviews, analyzes, and interprets supply directives and procedures.
Is responsible for branch office logistical support program to ensure units/activities receive guidance and assistance required to correct problems and deficiencies.
Analyzes results of property book reconciliations to determine if systemic problems exist.
Coordinates with Army Material Command (AMC), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program managers to effect receipt of required equipment to support readiness objectives.
