This position is assigned to the Assistant Chief of Staff of the Mental Health Service Line.

The incumbent provides short term rehabilitation services to Veterans, family members, and groups of Veterans.

The position supervises a team comprised of Rehabilitation Technicians (RT) in providing inpatient front-line clinical services to Veterans in the VA Southern Oregon Rehabilitation Center and Clinics (SORCC) Domiciliary Residential Rehabilitation Treatment Programs (DRRTP) 24/7 setting.

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 03/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

English Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

Individual Occupational Requirement: Per the Office of Personnel Management (OPM), there is an Individual Occupational Requirement (IOR) Specialized Experience (for positions at GS-4 and above): Experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals.

Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists.

In addition to meeting the Individual Occupational Requirement and English Proficiency, applicants must also meet the grade specific requirements listed below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade, GS-08, in the normal line of progression.

Examples of specialized experience include but are not limited to: Assisting in providing leadership to the front-line clinical team with daily operational and personnel matters.

Ensuring all required documentation is completed in a timely manner and that rehabilitation technician services are properly documented in the patient's plan.

Performing reviews of Residential Rehabilitation Treatment Program education and skills notes.

Maintaining thorough knowledge of current trends in mental health, recovery, and substance abuse through seminars, workshops, and continuing education courses.

Maintaining ongoing contact with patients in a rehabilitation program.

Evaluating and assessing patients who may be at risk of harming themselves or others, and notifying other staff and providers as needed.

NOTE: Experience must be fully documented on your resume and must include job title, GS level (if a federal position), duties, month & year starting and ending dates AND hours worked per week.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

of J.D. in a related field of the position to be filled (i.e., psychology, statistics, or other directly related subjects). NOTE: Transcripts must be submitted with application.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: Work requires regular and recurring periods of standing, sitting, walking, lifting, moving equipment and furniture and other items along with documentation and use of computers.

Major Duties:

The Supervisory Rehabilitation Technician assists the DRRTP Operations Manager with oversight of RRTP 24/7 front-line clinical staff.

Assists with the administration of policies, procedures and programs to ensure compliance with regulatory organizations, to include, but not limited to: VHA, CARF, The Joint Commission, and Office of the Inspector General.

Other duties include: Provides leadership to the front-line clinical team, makes difficult decisions, solves day to-day unique operational and personnel problems.

Serves as a recovery agent by providing and advocating for effective wellness and holistic recovery-based services that aid veterans in daily living.

Triages and refers Veterans using SORCC services and procedures.

Supervises and leads the interprofessional crisis management alert and response protocol through a coordinated team response to behavioral emergencies within the DRTTP.

Manages individual Rehabilitation Technicians and team performance using various approaches such as quality reviews and in-person observations.

Oversees the team-based approach with staff training to mitigate violence in the DRRTP setting.

Verifies and approves CEU credits for rehabilitation technician providers and ensures provider team members' competencies are maintained by coordinating and tracking training and certification status.

Coordinates all 24/7 front-line clinical staffing coverage to ensure that services are available to DRRTP service users as part of their comprehensive treatment and wellness recovery services.

Maintains program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions.

Distributes written instructions, reference materials, and resources; and maintains extensive knowledge of best practices, therapies and resources.

Responds to emergencies and has thorough knowledge of Domiciliary and SORCC operations to assume temporary control of situations and areas.

Completes critical incident management and provides crisis intervention and other emergency veteran situations with specific instructions; evaluates and assesses Veterans how may be at risk to hurt themselves or others.
