Full Job Description

This position is located with Bonneville Power Administration in the Transmission Commercial System Management (TSR) organization of Transmission Marketing and Sales (TS), Transmission Services (T), Bonneville Power Administration (BPA).

A successful candidate in the Supervisory Public Utilities Specialist position will serve as the Manager of Transmission Commercial System Management and a member of the TS management team.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-XX) in the Federal service.

Specialized experience for this position is defined as: 1) Leading the development, administration, management, and analysis of current and future transmission products 2) developing and implementing a structured approach to program organization design, management, and execution of market analysis and policy initiatives within an assigned portfolio; AND 3) ensure programs and projects meet objectives and establish standards that ensure consistent and optimal market and policy.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Supervisory Public Utilities Specialist, you will: Determine goals for the organization, independently of or jointly with higher management.

Exercise delegated managerial authority to set a series of annual and longer-range work plans and schedules for in-service and contracted work, independently of or jointly with higher management.

Make major recommendations and decisions related to the optimum mix of reduced operating costs and assurance of program effectiveness, including the introduction of labor-saving devices, automated processes, methods improvements, etc.

Direct development of data, provision of expertise and insights, securing of legal opinions, preparation of position papers, and execution of comparable activities to support development of TS, T, and BPA goals and objectives related to high levels of program management, development, and formulation.

Consider a broad spectrum of factors when making decisions or recommendations to higher-level management, including such matters as public relations, labor-management relations, and the effect on other organizations.
