The position serves as the Office of Community Care (OCC) Administrative Executive Officer.
The position has decision-making authority, responsibility, and accountability on issues affecting the Community Care program and department.
The position collaborates with operations and program managers to ensure integrated goals and priorities for OCC are met.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Led comprehensive program management operations for the Office of Community Care (OCC), including planning, developing, implementing, and evaluating administrative functions that support Non-VA Care Coordination (NVCC), Dental NVCC, Contract Nursing Homes, Veteran-Directed Care, and Community Care Call Center activities; Developed and executed policies, procedures, and organizational structures for OCC administrative programs, ensuring alignment with VAMC, VISN, VHA, and national Community Care directives while improving service delivery and Veteran/community provider experience; Provided full-line supervisory oversight of an administrative workforce, including recruitment, performance management, disciplinary actions, workload distribution, competency validation, and staff development across multiple OCC program segments; Coordinated and communicated with internal and external stakeholders-including executive leadership, clinical service lines, VISN officials, community providers, Congressional offices, and oversight bodies-to negotiate solutions, resolve issues, and advance OCC program goals; and Monitored and led quality, compliance, and performance management activities, preparing OCC program areas for Joint Commission, OIG, OMI, and other internal/external audits, while developing corrective action plans and process improvements.

Physical Requirements: The positions work is primarily sedentary but may involve walking, standing, bending, and carrying small items. Occasional travel for VISN or National meetings may be required.

Major Duties:
Duties include: Directs line authority over and is fully accountable for all aspects of administrative functions for Veterans receiving care in the community. Accountable for all support services.
Develops and implements policies relating to all care in the community programs provided in coordination with multiple clinical, allied health, and administratives services at Overton Brooks VA Medical Center.
Directs the administration of all of the Outpatient Community Care programs and services and is responsible for creating an environment to support the Veteran customer/community provider experience with quality customer care.
Ensures internal coordination and interdisciplinary coordination of care between Outpatient Community Care and the care/services lines.
Work Schedule: Monday through Friday; 8:00am-4:30pm; Subject to change based on the needs of the facility. Virtual: This is not a virtual position.
