Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

SPECIALIZED EXPERIENCE (GS-9 Level): Do you have one full year of specialized experience at the next lower grade (GS-7) that has equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled?
Specialized experience includes, but is not limited to: The ability to appropriately and courteously relate to internal and external customers.
Maintenance of confidentiality of patient/employee information, electronic and print.
The ability to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment.
The skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems of a procedural and /or factual nature.
Knowledge of the principles, concepts, and methodology of line programs.
OR EDUCATION (GS-9 Level): I am substituting education for the experience required for the GS-9 level which is 2 full years of progressively higher level graduate education leading to Master's Degree or a Master's or equivalent graduate degree.
This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION (GS-9 Level): I possess a combination of education and experience to qualify at the GS-9 level.
(TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: Compliance Lead or Supervise Organizational Performance Analysis Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.

Major Duties:
This position is located at the Clement J. Zablocki VA Medical Center, Milwaukee, WI
-a Level 1a Complexity VHA Facility. This position is organizationally aligned under the Medical Information Systems Division to the Program Manager of Benefits Management.
The employee serves as a program analyst performing analytical and evaluative work of programmatic aspects of organizational operations and management.
Assignments involve data gathering, analysis, and interpretation. The employee supervises Medical Supports Assistants assigned throughout Benefits Management .
DUTIES: Provides administrative and business support to the Program manager of Benefits Management in meeting local and national mandates for performance measures.
Assists the Program manager of Benefits Management with gathering and interpreting performance data, financial data, and workload data.
Assists SMA with human resource tracking, VATAS, and other administrative activities within Benefits Management.
Formulates recommendations for modifying, revising, and/or implementing procedures to improve the effectiveness and efficiency of Division programs.
Responsible for solving problems through the selection and application of a variety of standard analytical techniques and procedures. Reviews information and applies standard analytical techniques.
Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems of a procedural and /or factual nature.
Skill in conducing interviews with supervisors and employees to obtain information necessary to evaluate and analyze the issues of the assignments.
Reviews work completion reports to ensure accuracy and compliance with organizational standards. Establishes, directs, and manages a complex system of clerical support.
Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, planning and assigning work, and maintaining accurate and current position descriptions.
Sets priorities and establishes schedules, evaluates performance, identifies training needs, provides counsel, and recommends disciplinary action as required.
