Full Job Description

You will serve as a SUPERVISORY OPERATONS RESEARCH ANALYST in the Assessment Division of IMMEDIATE OFC OF CHIEF OF NVL OPS.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-15 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Applying advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to solve problems in need of immediate material/readiness/personnel solutions using statistical analysis; non-parametric analysis; modeling; simulations; decision theory; mathematical programming; regression analysis; and economic analysis.

2) Negotiating and evaluating new issues and resolving complex problems and controversial issues where the proposals involve substantial new resources or require extensive changes in procedures.

3) Directing scientific analysis of manpower problems through design and adaptation of mathematical, statistical and economic methods.

4) Recommending objectives and goals for Navy's Planning, Programming, Budgeting, and Execution (PPBE) process.

  • You will serve as the unit's Deputy Associate Director for Readiness and Force Generation in support of the Director to exercise managerial authority for work planning, scheduling in-service and contracted work, and execution of organization goals.
  • You will manage scientific/technical/analytic activities of the branch through subordinate expert scientists, naval officers and expert consultants.
  • You will provide scientific, analytical and technical direction for assessments of programmatic and policy issues in the assigned warfare areas.
  • You will direct scientific analysis of manpower problems through the design and adaptation of mathematical, statistical, and economic methods.
  • You will provide oversight for the formulation of the Analytic Agenda and study proposals to support analysis of the Navy's warfare and warfare support capabilities and risks.
  • You will oversee studies and analyses and annual budget assessments in the areas of readiness, logistics, infrastructure, personnel, and medical to inform Navy investment decisions through the Planning, Programming, Budgeting, and Execution System.
