Full Job Description

This position is located within the Health Administrative Service (HAS) - Central Alabama Healthcare System (CAVHCS).

This position can be staffed at the Medical Center on West Campus (Perry Hill Road).

The purpose of the position is to provide overall operational and administrative management support to various sections within the office of Health Administration Service such as: Eligibility & Enrollment, Ward Administration and Health Administrative Specialist on Duty.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: Analyzing and resolving a wide variety of problem areas concerning the effectiveness of involved administrative and professional staff activities; identifying and correcting problems as they pertain to capturing accurate workload information; coordinates administrative and clerical activities between internal and external partners within the VA system and other local affiliates.

Thoroughly knowledge of VA policies, directives, and regulations concerning Health Administration Services; Coordinating, planning, implementing, and training for all clerical and administrative staff; Performing analytical and evaluative methods to determine program effectiveness and personnel logistics to ensure adequate staff coverage.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Most work is performed in an office setting with adequate light, heat, and ventilation.

Work is mostly sedentary; but requires some bending, walking, standing, lifting, and carrying of light items, such as reports to various areas of the Medical Center.

Working at the computer for long periods of time and accessing information from the various computer systems is necessary.

Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions daily.

Major Duties:

Duties included but not limited to: The incumbent is responsible for program administration, analysis, supervision, and coordination of services in support of Eligibility & Enrollment, Ward Administration and Health Administrative Specialist on Duty within HAS.

The incumbent provides accurate and appropriate guidance and instruction in all aspects of HAS functions to ensure maximum support to the medical center and appropriate treatment of VA patients.

The incumbent analyzes trends and processes, utilizes system redesign and other techniques to improve overall processes, and ultimately improves patient care programs in the Service.

This position is vital to the endeavor. Subject to stress due to extended periods of intense mental concentration and the critical nature of expeditious response to situations and user requirements.

This position requires coordinating and integrating the functions of several organizational segments.

Contacts with all sections of HAS and other services in the Medical Center, both clinical and administrative, are required with emphasis on the medical staff and HAS.

Work Schedule: Monday - Friday, 7:30am - 4:00pm; or 8:00am - 4:30pm. Work schedule subject to change based on agency needs. Telework: This position is not authorized for telework.
