Full Job Description

The employee will serve as the Supervisory Management and Program Analyst, located in the Technology and Innovation and Department in Veterans Crisis Line (VCL), Veterans Affair (VA).

The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee.

The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

In order to meet the minimum qualifications for this position, you must meet 4/5 of the following examples of specialized experience: Employing a variety of analytical and strategic methods to assess and improve processes and systems of crisis management or suicide prevention programs; Negotiating, coordinating, educating, or collaborating with internal and external stakeholders with varying and competing agendas; Analyzing new technologies and systems redesign for adaptation to a large-scale operation; Consolidate data, information, and resources for large-scale multifaceted projects for presentation papers and program recommendations; Conducting comparative studies on existing concepts and processes in private and public sectors and implementing findings.

You will be rated on the following Competencies for this position: Technical Competence Technology Management Leadership Critical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:

Major duties include but are not limited to: Make and/or approve selections for subordinate supervisory and non-supervisory positions Evaluate subordinate supervisors and serves as the reviewing official on evaluations of non-supervisory employees rated by them Conduct analytical quality reviews and final product reviews of work performed by subordinates Delegate subordinates to direct, oversee and coordinate the projects and workload within the areas supervised Collaborate with technology and innovation to advise senior management on operational program management issues, to include technology products and procedures Implement innovative technical solutions to ensure the program is a world class leader in suicide prevention and crisis intervention Recommend project changes on technology platforms for phone, text, chat, data analysis, documentation analysis and data storage to ensure products and services best meet organizational needs Analyze new or modified legislation, guidelines or policies to determine impact on technological and clinically informed programming Develop performance and program goals, including identifying new program lines and evolving service delivery methods, to provide the most up o date, evidence-informed crisis intervention services Provide program guidance, conformance with criteria, and compliance with policies and procedures Serve as a representative in planning, programming, and review with customers to ascertain operational requirements and plans.

Incorporate work processes, knowledge management for crisis lines/call centers, and reporting systems to ensure accuracy Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production/efficiency, promotes team building, and improves business practices Prepares design and program data for special studies, various presentations, and other similar purposes Evaluate the effectiveness of the program to solve issues which directly affect the accomplishment of the principal program goals and objectives Examine operations, procedures, and data to develop and implement new strategies and policies Work Schedule: Tour of Duty is typically Administrative Hours.

Tour is subject to change based on program needs. Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy. Remote: This is remote position.

Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station.

The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity.

The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support.

Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.
