Summary

This job involves leading a team as a senior analyst in U.S.

Customs and Border Protection, focusing on creating long-term budgets, analyzing policies for their effects on money and staff, and advising top leaders on improving programs.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Operations Support Office, Customs and Border Protection (CBP) Watch Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing the development of multi-year budget plans for organizational initiatives, incorporating objectives, milestones, resource requirements, and financial assessments to ensure alignment with agency priorities.

Applying advanced analytical techniques, such as cost-benefit analysis and trend forecasting, to evaluate the impact of proposed policies and regulations on the budget, human resources and performance management.

Designing presentations for executive management and incorporating data visualizations using programs such as Microsoft Office. Making strategic recommendations related to various program performance.

Background Investigation: U.S.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.

Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training.

The training will be scheduled by the Office of Training and Development within the first 90 days of appointment.

The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Security Clearance: You may be required to obtain a Top Secret/SCI level clearance for this position. Major Duties:

As a Supervisory Management and Program Analyst, you will oversee implementation and execution of the Web Emergency Operations Center, (WebEOC) program, within CBP Watch located in Washington, DC.

This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

In this position, duties may include: Implementing financial management procedures, performs financial management analysis, provides guidance and recommendations to mission support team members via final work products.

Researching and conducting analysis of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS and CBP specific policies as they relate to the federal budget.

Utilizing position management, time and attendance, and financial systems to analyze payroll activity and position ceilings to ensure funding levels are sufficient.

Developing, leading, and evaluating policies in assigned areas of responsibilities related to budget, finance, payroll, position management, and procurement functions.
