As a Supervisory Management and Program Analyst (Section Chief), you will supervise and oversee activities as a Contracting Officer's Representative (COR) on the most complex and mission-critical contracts in support of the projects for the real property program for USCIS.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/01/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/01/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Providing expert oversight of and performing Contracting Officer's Representative (COR) duties consistent with Federal Acquisition Institute (FAI) definitions and strategic planning.

Planning procurement actions to provide necessary resources and to meet the needs of the various operational programs.

Providing guidance, oversight, and mentoring to supporting analysts and specialists with expertise in contract management, program management, data management, analysis, and reporting.

Overseeing the long-term plans, goals, and objectives for work conducted by the team.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Administration and are assigned based on the need of the agency.
  • Leads the development of processes and procedures to support acquisition programs across the Division.
  • Performs COR Level II duties on the most complex and mission-critical contracts involving significant program management activities.
  • Coordinates project reviews through virtual interactions to ensure procurement activities align with the overall schedule and goals of the projects.
  • Ensures implementation of established internal controls based on fact finding and data analysis to identify and prevent fraud, waste, and abuse.
  • Oversees and validates accuracy of recurring, unique, and one-time budget reports, including budget allocation and expenditure trends.
  • Develops and evaluates policies in assigned program areas, takes, or recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.
  • Plans work to be accomplished by subordinates based on priorities and establishes performance expectations for staff members.
