The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AFGSC/CCZA, Project Development and Coordination Division.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes nuclear enterprise policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to advanced qualitative, quantitative, project management, organizational management analysis practices and standards.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of nuclear enterprise policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to advanced qualitative, quantitative, project management, organizational management analysis practices and standards.

Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.

3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to lead study teams originate new ideas, projects and methodologies and execute projects and/or studies within established financial and/or time constraints.

Ability to develop and utilize appropriate data collection and analysis techniques. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6.

Knowledge of research study design methods and techniques used in operations, organizational systems assessments entailing unique problems, creativity, innovative and approaches for project management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of Project Development and Coordination Branch, ensuring that the Commander' s Resolution Office complies with legal and regulatory requirements and meets customer needs.

Develops goals and objectives that integrate AFGSC command-wide Strategic Coordination and Resolution Program (SCRP) program goals of efficient strategic project planning, and performance management functions objectives.

Researches, interprets, analyzes and applies assessment methodologies, qualitative and quantitative models and techniques, and analysis techniques related to risk assessment, to determine overall risk of AFGSC strategic projects and initiatives across the nuclear enterprise.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

Develops, modifies, and/or interprets performance standards. Represents division with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with MAJCOM Commanders, Directors, Functional Managers, various external mission partners, and agencies.

Provides oversight and review of AFGSC strategy or mission equities and impacts resulting from projects, assessments, studies from intra-DoD sources, and external DoD and/or contract sources, and Rand Corporation for inclusion and tracking in Coordination and Resolution Tracking Mechanism (CRTM) including Air Force Lessons Learned (AFLL) Air Force Inspection Agency (AFIA), Headquarters ACC Cyber Capabilities Center (COMSEC), e.

g. , Department of Energy, Defense Health Agency (DHA). Represents the Commander' s Resolution Office with a variety of Major Command, installation, and functional area organizations.

Establishes, develops, and maintains effective working relationships with MAJCOM Commanders, Directors, Functional managers, various external mission partners, agencies, e.g.

Department of Energy agency, Headquarters Air Force, US Strategic Command, sister services and Combatant Commands, including nuclear mission partners senior leaders, to include Department of Energy (DoE), Defense Health Agency (DHA), USSTRATCOM, HQ Air Staff, HQ AFRES, Air Force Inspection Agency (AFIA), Air Force Materiel Command (AFMC), Air Force Nuclear Weapons Center (AFNWC), RAND corporation.
