Job Description

Summary

This job involves leading a team in a naval aviation repair facility, managing production schedules, resources, and improvements to keep aircraft maintenance running smoothly and on budget.

It requires overseeing workers, coordinating with customers, and using efficiency methods to fix bottlenecks in the repair process.

A good fit would be someone with strong leadership experience in manufacturing or maintenance, plus knowledge of process improvements and safety standards.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in maintenance, repair, and overhaul operations
  • Ability to provide direction and leadership to production branch subordinates and support personnel
  • Experience working within budget, material, and manpower constraints to establish and manage workload schedules
  • Skill in coordinating with division directors and customers to ensure timely processing of work
  • Proficiency in applying Continuous Process Improvement (CPI) principles, such as AirSpeed, Lean, Six Sigma, or Theory of Constraints, to optimize resources and eliminate bottlenecks
  • Expertise as a subject matter expert in trades, labor occupations, production control, logs, records, and depot operations
  • Commitment to workplace safety, including enforcement of personal protective equipment and reporting of hazards

Full Job Description

You will serve as a SUPERVISORY MAINTENANCE, REPAIR & OVERHAUL (MRO) PRODUCTION BRANCH MANAGER in the MRO Production Division of FLTREADCEN EAST.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Provide direction to all Production Branch subordinates and to other personnel directly assigned or identified to support the assigned product line; 2) Work within budget, material and manpower allocations and works with the Division Director to establish workload schedules; 3) Coordinate with Division Director to ensure work is being processed throughout the Branch to meet the needs of all customers.

4.) Using AirSpeed (Lean, Six Sigma, Theory of Constraints, Drum Buffer Rope, etc.) or other Continuous Process Improvement (CPI) principles, determine the appropriate placement of resources to eliminate bottlenecks and optimize throughput within the branch.

5.) Serves as the Subject Matter Expert for all trades and labor occupations, including Production Control and Logs and Records, work operations and functions performed by the shops in the Branch which are located throughout the depot industrial complex.

  • You will the work with MRO Logistics and external customers to negotiate workload schedules and costs and to respond to any deviations from negotiated plans.
  • You will provide direction to all Production Branch subordinates and to other personnel directly assigned or identified to support the assigned product line.
  • You will develop recommendations concerning changes in specification requirements, work techniques and standards and improvement or modernization of equipment, facility layout and workflow.
  • You will use AirSpeed or other Continuous Process Improvement (CPI) principles to determine the appropriate placement of resources to eliminate bottlenecks and optimize throughput within the branch.
  • You will emphasize the requirements of safety in the work place, the mandatory use of personal protective equipment and prompt reporting of unsafe conditions, injuries and near misses for corrective actions
