The purpose of this position is to: serve as Plans and Resources Flight Chief for the Maintenance Operations Division, 97th Air Mobility Wing with complete authority and responsibility for the efficient management and execution of data to support aircraft maintenance at Altus AFB.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of Air Force missions, programs and activities, to include Air Force program, planning, funding and management information systems; Knowledge of logistics management policies, procedures, and practices; Knowledge of program analysis policies, methods, and processes, to include planning, analyzing, and evaluating the effectiveness of operating programs.
OR EDUCATION: Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force missions, programs and activities, to include Air Force program, planning, funding and management information systems; Knowledge of logistics management policies, procedures, and practices.
Knowledge of program analysis policies, methods, and processes, to include planning, analyzing, and evaluating the effectiveness of operating programs; Ability to identify requirements for money, manpower, material, facilities, equipment, tools, communications and services.
Ability to analyze and evaluate methods and techniques to assess program operations and develop solutions; Highly skilled interpersonal communicating both verbal and written, with ability to respond in a positive manner on controversial subjects, ability to answer questions under pressure, and ability to conduct public meetings or hearings in a formal setting.
Ability to work harmoniously with all levels of personnel within the organization and outside the organization; Thorough knowledge in analyzing user requirements and skills in developing and implementing goals and objectives for program management of large-scale O & M contracts dealing with a wide variety of facilities maintenance in support of aircraft maintenance.
Ability to identify, analyze, and develop alternative solutions to complex organizational, manpower, and personnel problems, funding and acquisitions; Must be computer literate, familiar with AF computer systems GO-81, CAMS and personal computer software such as Power Point, Excel, and Microsoft Word; Knowledge of analytical reasoning processes and the ability to develop and evaluate wide ranging aircraft maintenance programs for implementation of the business management philosophy for achieving contract program goals and objectives.
High degree of analytical ability to correlate and analyze a variety of aircraft maintenance data, draw conclusions and devise solutions to complex aircraft maintenance support problems; Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements; Ability to interpret aircraft maintenance guidance, 21 Series Air Force Instructions (AFI), maintenance terminology, and instructions, to relate them properly to the particular problem solving project and maintain effective follow-up.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Performs the full range of conventional duties requiring knowledge and skill in applying logistics management principles, methods and techniques.
Develops unique and precedent-setting policies affecting aircraft maintenance support, planning for various technical services, operations, resources, and training.
Analyzes operational trends and forecast requirements. Carries out special assignments. Attends and/or participates in courses, conferences, briefings and meetings.
Supervises a small workforce, assigns, directs, and reviews the work of personnel engaged in providing information management systems and maintenance analysis support to aircraft maintenance.
