Full Job Description

The incumbent serves as the Chief Supply Chain Officer (CSCO) and Senior Supply Chain Manager for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; leading supply chain activities to include knowledge of supply chain programs/contracts.

Knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:

Include but not limited to: Responsible for providing supervision, guidance, advice, coordination and integration to the Supply Chain staff and Facility Chief Supply Chain Officers and their staff and serving as the subject matter expert for Supply Chain operations for the Eastern Kansas Office.

Overseeing and monitoring Eastern Kansas VAMC initiatives including, but not limited to, implementing supply chain management goals and objectives, coordination of supply chain management training, designing and conducting training in current supply chain management topics and automation, analyzing excess, etc.

Standardizing inventory items throughout Eastern Kansas VAMC and identifying those items that offer the greatest potential for standardization and best value.

Serves as the senior advisor to the CSCO for developing the most efficient and effective organizational Supply Chain structure and implementing ways to enhance production, promote team building and improve business practices.

participates in VHA task forces, management studies and represents the VHA on interagency work groups that address supply chain changes or improvements as well as writing/rewriting of policies and procedures.

Evaluates Eastern Kansas VAMC's overall supply program effectiveness for critical equipment or major classes of material and develops, recommends and evaluates functional specifications for control systems to support a variety of supply management functions.

Performs analytical work to manage, regulate, and coordinate or otherwise exercise control over supplies and equipment and using an in-depth knowledge of complex supply relationships, analyzes the effectiveness of various options proposed to provide supply support for critical and complex agency missions, a category of technical material or similar supply program.

Providing input to be used in the evaluation of Supply Chain at facilities, and other Facility Leadership through the CSCO as it relates to the Supply Chain Program.
