Job Description

Summary

This job involves leading a team as a supervisory IT specialist focused on planning and policy for integrating tactical systems in the Navy, including overseeing projects for command and control technologies and ensuring smooth technology transitions for users.

It requires managing budgets, providing guidance to staff and customers, and evaluating system performance.

A good fit would be someone with IT project management experience, strong leadership skills, and a background in defense or government tech environments who enjoys solving complex problems and communicating effectively.

  • One year of IT-related experience demonstrating attention to detail, such as developing strategic plans and IT policies

Full Job Description

You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the TACTICAL SYS INTEGRATION & INTEROP DIV CODE 535 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

IT-related experience demonstrating this competency include: Conducting Information Technology (IT) management activities to include developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff and customers; defining current and future business environments; establishing metrics to measure and evaluate systems performance and total cost of ownership.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

IT-related experience demonstrating this competency include: Apply, monitor and oversee Department Systems Engineering Technical Processes or Technical Management Processes for Tactical Data Links in accordance with Defense Acquisition Guidebook, Chapter 4, Section 4.3.

Interface with customers and sponsors to expedite the transition of technology to the user. 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: Interface with customers and sponsors to expedite the transition of technology to the user.

Oversee science and technology research throughout the acquisition cycle for the Department of Defense. Provide guidance and conduct performance evaluations. 4.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

IT-related experience demonstrating this competency include: Provide advice and guidance on a wide range of C2 & TDL modernization topics.

Participate in Department or Center IPTs in a wide range of C2 and TDL modernization projects.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight; demonstrating skills in managing a project supporting Command & Control (C2) systems; managing IT systems processes and budget.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

  • You will oversee government technical specialists, engineers and scientists supporting various projects in the Division.
  • You will perform and document necessary research, resulting in recommendations for employee growth and management.
  • You will plan, assign, and direct tasks; set performance expectations and evaluate employee contributions; approve leave; recommend discipline, awards, and promotions; provide training and technical and career guidance; resolve work issues etc.
  • You will oversee the execution of Command, Control, Communications, Computers, and Intelligence (C4I) C2 Systems as it pertains to the primary systems that perform data link management functions such as link control etc.
  • You will plan, acquire, manage and allocate resources to oversee and support a wide range of associated management and planning activities on one or more complex projects throughout the entire life cycle.
  • You will maintain consistent and frequent dialogue with each employee in the branch, not only facilitating monitoring of individual performance and tasking, but also identifying and assigning training, providing coaching, and acting as an advocate.
  • You will establish metrics to measure and evaluate systems performance and total cost of ownership, ensuring the rigorous application of information security/information assurance policies, principles and practices.
