Full Job Description

The RSO Director is a critical leadership role that oversees the development, implementation, and maintenance of research computing infrastructure and services.

This position requires a firm understanding of research needs, technical expertise, and forethought to drive continued innovation in research computing at NIST.

This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Basic Requirements: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST).

Specialized experience is defined as: Experience performing core principles of customer service and emerging technologies, such as: Acting on customer feedback to continually improve service.

Developing emerging technology plans to deal with research computing problems, and/or Developing automation approaches that shorten resolution times and reduce costs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

As the Division Chief of the Research Services Office, with the Office of Information Systems Management at NIST, you will: Provide executive leadership, strategic direction, and authoritative technical oversight for NIST's centrally managed research computing ecosystem, including high-performance computing, scientific software platforms, research data management, automation of laboratory environments, and related research computing technologies.

You will formulate and lead exceptionally complex, mission-critical technology programs of major scope and impact, ensuring alignment with NIST and DoC priorities.

Serve as NIST's principal technical authority for research computing services by defining program objectives; planning/executing long-range technical initiatives and disseminating program results.

Ensure the reliability and continuity of critical research computing infrastructure to meet NIST's mission.
