Summary

This job involves leading a team to manage and improve cybersecurity for Navy IT systems, ensuring they meet strict security standards and handle risks effectively.

Key Requirements

  • IT-related experience demonstrating Attention to Detail, such as leading teams in complex analyses for assessment and authorization (A&A) processes to meet Navy and DoD cybersecurity requirements
  • Customer Service experience, including leading analyses to assess and address customer needs in cybersecurity guidance and frameworks
  • Oral Communication skills, such as providing quality assurance reviews, facilitating investigations, and making clear presentations on technical issues
  • Problem Solving abilities, including identifying risks, evaluating alternatives, and ensuring appropriate risk treatment throughout the IT system life cycle
  • Experience applying risk management processes to lead teams in conducting complex cybersecurity analyses
  • Experience participating in forums, process improvement working groups, and advising team members on resolving complex issues
  • Supervisory experience at a senior level in IT cybersecurity, including determining essential team resources for tasking

Examples of experience demonstrating this competency include: Leading teams in conducting complex analyses required to evaluate, document, and validate the breadth of assessment and authorization (A&A) processes necessary to assure that existing and new IT systems meet the Navy's and DoD's cybersecurity and risk requirements.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Experience demonstrating this competency include: Leading analyses to assess responsiveness of the guidance/framework in addressing customers' needs 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Examples of experience demonstrating this competency include: Providing quality assurance (QA) reviews of work in progress, performs own analyses of systems, and facilitates further investigation and resolution of issues with broad ramifications.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Examples of experience demonstrating this competency include: Ensuring IT system owners provide for appropriate treatment of risks throughout the system life cycle.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience applying risk management processes to lead teams in conducting complex analyses.

-Experience participating in forums and process improvement working groups.

-Experience determining what team resources are essential to address tasking and to advise team members in resolving a variety of complex issues.

-Experience leading analyses to assess responsiveness of the guidance/framework in addressing customers' needs and making recommendations for necessary refinements.

This position is within the Work Category SUPERVISION AND MANAGEMENT at Work Level SENIOR, Series and Grade GG-2210-13.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as the SUPV IT CYBERSECURITY SPECIALIST (INFOSEC) as a first level supervisor assigned to a branch of the Navy Authorizing Official (NAO), U.S. Fleet Cyber Command (USFLTCYBERCOM), located on the Department of Defense (DoD) Complex.
  • You will conduct execution as the cybersecurity Authorizing Official for all Navy collateral and General Service Top Secret and below U.S. Navy networks and information systems.
  • You will leverage expert knowledge of Navy IT systems’ designs and operations, and demonstrated ability to apply risk management processes, such as the DoD Risk Management Framework (RMF)
  • You will review completed work for technical compliance or adaptation, as delegated, with a wide variety of standards, policies, guidelines, and operational procedures.
  • You will monitor work in progress and provides technical and functional expertise to assure consistent implementation of federal regulations, as well as DoD, Navy, and NAO policies and procedures governing application of the DoD RMF.
