Job Description

Summary

This job involves leading and overseeing investigations into violations of laws protecting livestock, poultry, and agricultural products as they move across states or internationally, while managing teams across multiple states.

You'll work closely with the top director to set goals, solve problems, and ensure all operations run smoothly and consistently.

Full Job Description

You will serve as one of two Deputy Field Operations Directors.

You will work closely with the Field Operations Director and share with the Field Operations Director responsibility for all investigative activities.

You will participate fully with the Field Operations Director in identifying program goals and objectives, and perform the necessary decision-making and problem solving required for program execution.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Supervising investigative offices across multiple states leading complex investigations concerning violations of federal laws and regulations governing the international and interstate movement of livestock, poultry, and agricultural products.

Overseeing and coordinating support during special joint investigations.

Reviewing, assessing, and evaluating the efficiency and effectiveness of investigation enforcement activities for uniformity and quality. Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Participates fully with the Field Operations Director in planning, managing, and directing a comprehensive enforcement program charged with investigating alleged violations.
  • Reviews, assesses, and evaluates the effectiveness and efficiency of IES activities under his/her direction to ensure uniformity and quality throughout all field activities.
  • Acts as the agency authority and spokesperson to other government agencies and foreign counterparts to establish working relationships.
  • Assigns responsibility, delegates authority, and determines operating policies to assure attainment of program goals and objectives.
  • Participates as a member of the IES Management Team in developing national policies and procedures.
  • Fully shares with the Field Operations Director the oversight and direction of all technical and administrative aspects of IES’ activities relating to its field operations.
