About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Headquarters and Headquarters Battalion, Eighth Army in Camp Humphreys, South Korea.

Specialized experience is defined as: developing subordinate proficiency by providing the necessary training and resources to ensure full compliance with higher-level policies; managing complex intelligence support issues by coordinating with joint and service agencies to ensure seamless architecture interoperability; orchestrating the modernization of enterprise analytical systems by coordinating with cross-functional teams and external partners to secure state-of-the-art capabilities; and analyzing complex data streams to identify emerging trends and/or third-party risks that could impact mission and/or intelligence architecture.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-14).

You will be evaluated on the basis of your level of competency in the following areas: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.

This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Major Duties:

  • Establish and enforce work quality standards, implementing internal procedures to drive mission accomplishment and accountability.
  • Serve as a key communication liaison, ensuring all echelons, from junior employees to senior supervisors, are consistently informed of administrative, budgetary, and personnel matters.
  • Cultivate a high-performance culture by setting decisive employee objectives, evaluating performance, and providing direct counseling to foster professional growth and ensure standards are met.
  • Develop an elite intelligence workforce by implementing a training program to ensure the staff can fight and win across the conflict continuum.
  • Deliver world-class, intelligence support to the Commanding General and his staff.
  • Spearhead inter-agency collaboration, resolving complex procedural, architectural, and support challenges by synchronizing efforts with joint intelligence agencies, communications teams, and planning staff.
  • Develop strategic initiatives, overseeing intelligence operations to proactively address and resolve critical budget, manning, and procedural shortfalls.
