THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST, Position Description Number NGT5923000 and is part of the TN ARMY National Guard.

SPECIALIZED EXPERIENCE: Must have 36 months or 1-year specialized experience at the next lower grade that demonstrate competencies (skills, knowledge, abilities and behaviors) in factors that encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S.
Army, or U.S. Air Force.
Factors should include knowledge of HR laws, regulations, principles, policies, and concepts related to the assigned functional area sufficient to plan and coordinate activities and serve as a technical resource to management and HR specialists on difficult or controversial issues, ability to communicate with managers and leadership regarding HR subject matter, skill in making clear and convincing oral presentations to individuals or groups, listening effectively and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications, skill in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations, skill in analyzing complex operational and business problems involving issues for serviced functions, skill in advising managers and supervisors of HR program flexibilities and recommending alternatives, skill in writing clear, concise, explanations of policy, regulations, decision documents and etc.

Ability to retrieve and provide HR reports to the serviced population. Major Duties:
As a SUPERVISORY HR SPECIALIST, GS-0201-13, you will exercise supervisory personnel management responsibilities.
Advise and provide counsel to employees regarding policies, procedures, and directives of management.
Provide advisory services to all levels of management of situations regarding Human Resources services.
Oversee, develop, and interpret the development and administration of program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies.
Supervise and manage the planning, operations, and administration of determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments.
Supervise and manage the planning, operations, and administration of the state federal employee benefit, leave, such as health, life insurance, dental, vision, leave Thrift Saving Plan (TSP), physical capability requirements, limited duty, and the Federal Employees Compensation Act (FECA), available retirement programs and options.
Supervise and manage the planning, operations, and administration of the HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services).
Supervises and manages the planning, operations, and administration of the Full-Time Support (FTS) Title 32 ARNG and ANG AGR programs.
Supervise and manage the planning, operations and administration of programs advising both management and subordinates on matters pertaining to performance management, and employee recognition and incentive awards programs, conduct and discipline, the labor relations program.
Supervise and manage the planning, operations and administration of the position classification and position management program, state manpower policies and directs their implementation with OPM, DoD, DA, DAF, and NGB policies and authorizations.
Supervise and manage the planning, operations, and administration of the state merit promotion plan to include procedures for recruitment, placement, evaluation, and pay determinations.
Perform other duties as assigned.
