This job involves leading a team to handle hiring and staffing for a large veterans' health network, advising managers on HR policies, and implementing new ways to manage personnel.
It's a temporary supervisory role for about a year in a government health agency.
A good fit would be someone with advanced HR experience in federal settings, strong leadership skills, and expertise in complex recruitment rules, especially for veterans' services.
The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level.
This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: Extensive knowledge and experience with Title 5, Title 38 and Hybrid Title 38 relations issues as it pertains to Human Resources.
Demonstrated leadership experience working in a large organizational structure and acting as an advisor to varied supervisory and managerial levels on Human Resources issues.
Experience providing expert level guidance to managers and HR staff regarding recruitment and placement/staffing principles, concepts, and practices, policies.
Experience developing new Human Resource models and implementing them at various levels and varied scales.
Demonstrated Subject Matter Expert (SME) experience for matters involving complex staffing topics and is counted on to provide expert advice in recruitment, manning, position accountability, pay setting, policy analysis and implementation.
~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.

Major Duties:
This temporary promotion is not to exceed one year; however, it may be extended beyond the one-year period based on operational needs, and approval from the appropriate authority.
Any extension of the temporary promotion will be communicated in writing and subject to the same eligibility and documentation requirements as the original appointment.
The selectee can work from their current duty location, and there is no requirement to relocate or change their assigned duty station as a result of this temporary promotion.
Duties include but are not limited to: Plans and carries out short-and long-term projects and studies.
Implementation of an effective program in one or more of the following program areas: recruitment and placement, position management, manpower, human resources information systems, compensation and/or other special programs.
Develops guidance, procedures and standards for new and/or changing program areas to maximize personnel management support.
Identifies and integrates internal and external HR program issues affecting the immediate organization, such as those involving advising on recruitment and placement considerations.
Integrates the work of the Shared Services Section Staffing Units where each may contribute a portion of the analyses, facts, information, proposed actions or recommendations.
Analyzes HR programs to determine needs of the VISN 15 Heartland Network.
Obtains necessary information through site visits, reports, review of known or suspected problem areas, and other appropriate sources.
Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN Shared Services Section.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Provides advice, counseling and/or instructions to employees on both work and administrative matters.
Through subordinate supervisors, oversees HR advisory services based on VISN priorities; takes proactive measures to anticipate the VISN's needs by pre-positioning work products in expectation of new projects and programs.
Collaborates with staff on advising management on recruitment and placement, position management, manpower, human resources information systems and compensation.
Oversees and provides detailed guidance on troubleshooting and resolving the most difficult and complex problems associated with delivering comprehensive recruitment and placement advisory services.
