The primary purpose of this position is to serve as a first-level supervisor who plans, directs, develops and executes policies, programs, and procedures for housing sustainment phase of the Air Force Housing Privatization Program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date will have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-13), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc).

Specialized experience includes planning, directing, developing, and executing policies, programs, and procedures for the Air Force Housing Program.

This includes program areas such as government owned and privatized family housing (FH), Unaccompanied Housing (UH), General Officer quarters (GOQ) or senior officer quarters, Basic Allowance for Housing (BAH), and housing referral (HR).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1) Knowledge of public and private laws, Federal DoD, and Air Force laws, regulations, principles, policies and practices of housing programs.

2) Knowledge of managing complex program of agency-wide scope, interest and significance. 3) Skill in analyzing, interpreting, and applying a wide variety of policy and procedures.

4) Skill in conducting regular or periodic audits or studies and evaluating results to assess accomplishment of program requirements. 5) Skill in effective oral and written communication.

6) Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Duty 1) Plans, organizes, and directs the activities of the Housing Sustainment Team ensuring compliance with legal and regulatory requirements and meets customer needs.

Develops goals and objectives that integrate organization and work objectives. Researches. interprets, analyzes, and applies guidelines, policies, regulations, etc.

Establishes policies and procedures for accomplishment of work and to eliminate problems or barriers to mission accomplishment.

Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate.

Identifies need for changes in priorities and takes action to implement such changes. Duty 2) Exercises supervisory personnel management responsibilities at least 25% of the time.

Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Duty 3) Represents the Installations Directorate and the Portfolio Management Division with a variety of installation, functional area, and interested organizations.

Establishes, develops, and maintains effective working relationships with SAF, DOD, other military services, Air Staff, AFIMSC, AF installations, contractor organizations, and community and private sector entities.

The Housing Branch is responsible for government owned and privatized family housing, general and senior officer quarters, Basic Allowance for Housing, housing referral, housing operations and property management.

Duty 4) Provides program management and authoritative technical assistance to stakeholders and through assigned staff, develops and executes policies, programs, and procedures for housing sustainment of the Air Force Civil Engineering Center (AFCEC) Family Housing Privatization Program.

Establishes and defines implementation of the program's processes and is accountable for ensuring the integrity of those processes.

Identifies critical development or sustainment problem areas, for evaluation technical risk, and for coordinating the overall effort.

Defines activities to accomplish goals, anticipates problems, and develops sound solutions and/or action plans to ensure project success.
