Full Job Description

This is a Direct Hire Authority (DHFcA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Naval Medical Center, San Diego.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes assisting with workload distribution among subordinate employees; providing administrative guidance to medical facility managers regarding policies/regulations; analyzing medical treatment facility (MTF) operational performance for trends or deviations in Patient Administration Divisions; and assisting with the development of procedures and related trainings for MTF staff to improve Patient Administration Divisions performance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Works with Director for Ancillary Services to maintain equipment, train/re-train personnel, and establish/refine to maximize efficiency in support of clinic operations.
  • Responsible for all computer hardware and telecommunications within the clinic; purchase, replace, upgrade, reconfigure, maintain.
  • Assists in the monitoring of the quality of care and works in conjunction with the DAS to correct problems.
  • Supervised employees may include Federal civilian employees, federal military or uniformed service employees, volunteers or other noncontractor personnel.
  • Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
  • Provides technical oversight. Develops performance plans and rates employees.
