This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in the executive-level management of enterprise-wide financial systems.

Experience includes direct supervision and leadership of technical teams responsible for the implementation, operation, and modernization of major accounting and finance systems.

Developing and implementing strategic plans, policies, and internal controls that have successfully achieved audit readiness and ensured compliance with all relevant industry regulations.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Participates with other directors and headquarters staff in the design of near and long-term strategies for modernizing DFAS accounting and finance service delivery systems.
  • Participates in management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in governmental policies and procedures involving important resource management issues.
  • Monitors relationships and major customers on a continuing basis concerning accounting and financial systems initiatives.
  • Participates, and represents ESS in management planning, policy and decision-making sessions regarding legislative changes, technological improvements and changes in governmental policies and procedures involving important systems issues.
  • Reviews for soundness and technical adequacy, recommendations proposed by subordinate management, assesses the overall impact of proposed changes; develops implementation plans and presents to the Director for approval.
  • Evaluates employee performance, establishes standards, and assures that performance ratings and awards reflect employee performance levels.
