Job Description

Summary

This job involves overseeing procurement, contracts, and property management for a federal prison in Texas, ensuring the facility gets the supplies and services it needs while following government rules.

A good fit would be someone with a background in business or law who has experience handling contracts and leading a team in a structured environment like government or corrections.

Key Requirements

  • Bachelor's degree in any field or at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • For GS-11: One year of specialized experience equivalent to GS-09 level, such as evaluating bids, applying federal regulations, and preparing contract documents
  • Graduate education option: Three full years of progressively higher-level graduate education, Ph.D., or equivalent in relevant fields like accounting, business, finance, law, or contracts
  • Knowledge of Federal Acquisition Regulation (FAR) and Bureau of Prisons (BOP) policies
  • Experience in pre-solicitation conferences, developing standard operating procedures, and conducting pre-award reviews

  • Supervisory skills for managing the procurement and contracting program

To be considered for the position, you must meet the following: Basic Requirements: GL-09 and GS-11: A. A 4-year course of study leading to a bachelor's degree with a major in any field.

Note: A 4-year course of study leading to a bachelor's degree is defined as possession of a bachelor's degree conferred or approved by an accredited U.S.

college or university based on a 4-year course of study. Simply being enrolled and working toward a degree does not meet the qualification standard. OR B.

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.

This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NOTE: Current federal employees not employed by the Bureau of Prisons and former Bureau of Prisons' Employees MUST submit documentation (i.e., SF-50(s) covering the period from January 1, 2000) for verification of the above referenced exception criteria to receive consideration.

Failure to provide these documents will result in non-consideration for this vacancy.

AND In addition to the basic requirements, you must have one of the following: Education GL-09: Two (2) full academic years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B.

or J.D. GS-11: Three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.

Graduate Education: To qualify for this position on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR Experience GL-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: GS-09 Experience evaluating bids received in response to a solicitation.

Experience applying BOP policy and FAR regulations in order to achieve contract award.

Experience preparing contract award documents in accordance with policy and utilizing an automated contract award system.

GS-11 Experience conducting a pre-solicitation conference with contractor, and program staff.

Experience developing Standard operating procedures for the procurement office to implement procurement policies.

Experience conducting pre-award reviews of solicitations and pre-award reviews of contracts to identify deficiencies. If applicable, credit will be given for paid and unpaid experience.

To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

**Your eligibility for consideration will be based on your responses to the questions in the application.** Major Duties:

Charged with the overall operational and managerial responsibility for the property management, procurement, and contracting program for the institution.

Independently executes and administers contracts for supplies, services, or construction.

Provides legal interpretation, counseling, training, and guidance in all areas of contract and procurement, including price analysis.

Analyzes requirements for supplies, equipment, and services for adequacy and obtains additional data from requisitioning activity, as appropriate.

Determines the most suitable method of procurement and tries to find new ways to improve production while ensuring that all requirements of law, governing regulations, and security policies have been met.

Serves as the Administrative Contracting Officer (ACO) to monitor a contractor's performance in relation to the terms and conditions of the contract.

Responsible for the administration, execution and closeout of non-personal service contracts, construction contracts, supply or service contracts, medical contracts.

Along with all other correctional institution employees, incumbent is charged with the responsibility for maintaining security of the institution.

The staff's correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.
