About the Position: This position is located at Naval Health Clinic New England, Newport, Rhode Island. A recruitment or relocation incentive may be authorized.

Non-Federal work experience may be creditable for leave purposes. Salary negotiation may be available for those candidates who are new to Federal service.

Specialized Experience: One year of specialized experience which includes analyzing and recommending costs and benefits of alternative methods of financial management operations; implementing legal and regulatory controls over approved budgets; and providing advice on methods for the use of funds to support the organization.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Performs or advises on work in any of the bases or systems of budget administration.
  • Analyzes and recommends costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • Implements legal and regulatory controls over approved budgets.
  • Provides advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • Works within a variety of financial programs to include General Fund Enterprise Business System (GFEBS), and Financial Management Information System (FMIS), and performing accounting and other financial management duties for the organization.
  • Supervises, sets priorities and schedules work as necessary to assure effective accomplishment of priority work without adverse effect daily work.
