Full Job Description

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (ASN FM&C) OFFICE OF BUDGET, FMB.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience with budgert formulation and review by prescribing procedures and the preparation/ administration of a budget. Develop budget plans.

Experience with budget justification and execution. Originate appropriate documentation and processes to administer control during budget execution.

Review and assist in planning and programming guidance development on civilian manpower aspects and make recommendations as appropriate.

  • You will assist in the development of budget guidance for assigned programs through comprehensive understanding and application of DoD guidance, SECNAV guidance, data requirements, and directives.
  • You will communicate the interpretation and providing clarity for the staffs, Budget Submitting Offices (BSOs), and other DON stakeholders.
  • You are responsible for the for the continual review of program execution, monitoring funding, and the recommending of adjustments to allocations, when required.
  • You will prescribe procedures governing preparation/administration of the budget, develop budget plans. Review, analyze, coordinate, evaluate estimates, prepare/adjudicate issue papers.
  • You will maintain liaison with other branches of the Civilian Resources and Business Affairs Division and other divisions in FMB to ensure that the impact of decisions affecting civilian manpower and business information technology.
