Job Description

Summary

This job involves leading a team of technicians to plan, test, and certify complex ship systems at a naval shipyard, ensuring everything from hulls to electrical components works safely and efficiently on both conventional and nuclear vessels.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent, including technical guidance on shipboard systems installation, maintenance, repair, or operations (e.g., hull, mechanical, electrical)
  • Experience directing and managing integrated test programs for large-scale ship availabilities
  • Expertise in providing technical and engineering advice on construction and operation of complex shipboard systems across various vessel classes, including nuclear ships
  • Knowledge of electrical, mechanical, and structural engineering methods for testing and evaluating ship systems
  • Skills in developing project criteria, assessing performance, and resolving novel problems
  • Experience providing formal certification of ship readiness
  • Minimum six years in technical direction of HM&E test programs, work control, or testing of nuclear vessels, or as ACTE on two nuclear vessel availabilities

Full Job Description

You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Test Engineering Division (Code 246) for the Chief Engineer (Code 240), Engineering and Planning Department (Code 200) of NORFOLK NAVAL SHIPYARD.

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience providing technical guidance on the installation, maintenance, repair or operations of shipboard systems and equipment. (e.g.

hull, mechanical and electrical). Experience directing and managing the identification, development and execution of an integrated test program for large-scale complex ship availability.

Experience providing expert technical and engineering advice in details of construction and operation of complex shipboard systems on a variety of vessel classes of conventional and nuclear ships.

Experience in methods and techniques of electrical, mechanical and structural engineering sufficient to consider overall aspects of testing and evaluation of ships systems.

Experience developing project criteria, assessing project performance and resolving novel problems and issues. Experience providing formal certification of ship readiness.

AND Experience serving as the technical authority for component system testing, work authorization, tagout and test program management as would be acquired through a minimum of six years of experience in the technical direction of HM&E test programs, work control or testing of nuclear vessels or experience as ACTE on two nuclear vessel availabilities.

  • You will perform advanced technical planning, preparation, and coordination and execution, through in-depth knowledge of testing and evaluation in engineering, for a comprehensive test program.
  • You will manage and monitor programs, including resolutions of major problems and anticipation beyond technical efforts to examine other issues, giving consideration to such matters as cost, user acceptance, and productive solutions.
  • You will evaluate and respond to changes in schedules or provide rationale as to the validity of such changes.
  • You will act as technical expert and authoritative source for major decisions regarding availability planning.
  • You will provide direction and guidance with respect to ships conditions, ships Safety and plant conditions.
  • You will provide overall direction of interfaces and maintains control of nuclear and Combat systems interface issues and requirements.
  • You will develop unique system turnover procedures and assume responsibility for Systems under shipyard operational control.
  • You will ensure safety in granting permission to perform work.
  • You will plan the work to be accomplished by subordinates and establish priorities and timetables.
  • You will direct program based on labor, resources and operational needs.
