Full Job Description

This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Office of Professional Responsibility, Office of Internal Investigations in Alexandria, Virginia.

Specialized Experience: GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Managing internal investigations involving both administrative and criminal allegations.

Testifying before grand juries, courts, or administrative hearings on the results of investigations.

Monitoring mandates, laws, and/or policies to recommend strategies that improve investigative programs; and Directing subordinate criminal investigators by assigning tasks, setting performance standards, and making personnel decisions.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Conditions of Employment: Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location.

Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position as a criminal investigator.

Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license and safe driving record and must demonstrate that they are medically qualified to operate a motor vehicle safely.

Motor vehicles must be driven and managed in accordance with applicable law, rules, regulations, and agency-specific policies. Periodic verification of license and driving record is required.

Law Enforcement Availability Pay (LEAP): Incumbent is subject to work unscheduled productive duty hours and must be available for unscheduled duty based upon the needs of the agency.

Therefore, the incumbent is eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994.

Law Enforcement: The incumbent must maintain law enforcement qualifications and proficiencies and possess law enforcement authority under Title 40 U.S.C. § 1315.

Firearms Requirement: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms and subject to the provisions of the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.

The incumbent must carry firearms and maintain proficiency in their care and use in accordance with applicable law, rules, regulations, and agency-specific policies.

The incumbent is required to successfully pass quarterly firearms qualifications and maintain firearms proficiency.

Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition and is ineligible for this position.

Training Requirement: The incumbent must satisfactorily complete (or have previously completed) the Criminal Investigative Training Program (CITP) at the Federal Law Enforcement Training Centers (FLETC).

The incumbent is required to complete FPS Special Agent Basic Training Program and other agency-required law enforcement training, as appropriate.

Primary Duty Location: The incumbent may be required to reside within a daily commuting distance of their post of duty.

This position may be eligible for remote work based upon the needs of the agency, which is subject to change at the direction of the mission needs/agency requirements, as determined by leadership.

Medical: The incumbent selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties.

This position may be subject to initial and periodic incumbent examinations, as determined by the agency.

Occupational Safety and Health Requirement: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration requirements including use of all personal protective equipment provided in accordance with training, work instructions, and as required by the task at hand.

Retirement Coverage: This position is approved for primary law enforcement officer coverage under Title 5 U.S.C. §§ 8336(c) and 8412(d).

Age Requirement: There is a maximum entry age of the day before your 37th birthday (maximum age 40 for veterans' preference eligibles) for entry into covered primary/law enforcement officer positions, 5 U.S.C.

§§ 8336(c) and 8412(d). Applicants who have previously been employed in a Federal law enforcement officer position covered by Title 5 U.S.C. § 8336(c) or 5 U.S.C.

§ 8412(d) are not restricted from applying. Probationary Period: The incumbent will be required to complete a one year supervisory or managerial probationary period, unless previously completed.

Confidential Financial Disclosure Report: This position's duties and responsibilities require the annual filing initial and annual filing of the Office of Government Ethics Confidential Financial Disclosure Report.

Office of Government Ethics (OGE) regulations require certain Government employees to file annual confidential financial disclosure reports.

This requirement ensures compliance with conflict-of-interest laws and standards of conduct regulations.

The duties of this position as described require the filling of OGE Form 450, Confidential Financial Disclosure Report.

The incumbent of this position may have responsibility for reviewing or making recommendations on procurement. Major Duties:

The primary purpose of this position is to serve as an Assistant Special Agent in Charge in the Office of Internal Investigations, overseeing highly complex and sensitive criminal and administrative internal investigations, and supervising an investigative group of subordinate criminal investigators and/or professional staff members.

Duties performed: Supervise an investigative team managing sensitive and complex criminal and administrative internal investigations, ensuring policies, procedures, and strategies address operational vulnerabilities.

Provide expert technical advice and recommendations to senior management on significant investigations and operations.

Balance workload and monitor progress across the teams, making recommendations to the Division Director/Special Agent in Charge on investigative program goals and objectives.

Represent the Office of Internal Investigations in meetings with internal and external stakeholders.

Perform a full range of supervisory duties, including planning, assigning, and reviewing work; providing guidance and training; evaluating employee performance; addressing conduct and performance issues; and ensuring compliance with organizational policies and procedures.

Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.

Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.

Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily.

Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily.

Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters.

Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.

Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability.
